based on the project's percentage of the total peak hour <br /> traffic trips at the horizon year on the facility to be <br /> improved. <br /> 10.3. Generally, an applicant should expect to pay the fair share fee in accordance with the <br /> formula in this section along with any local improvements that may be needed. Further <br /> explanation on whether improvements or fees in fact address all or part of a project's local and <br /> systemwide impacts can be found in sections 8.7, 9.1, 9.2, 12, and associated definitions in <br /> section 18 of this chapter. <br /> Section 11: Requirements for transportation improvements when traffic analysis is not <br /> required <br /> 11.1. If a traffic analysis is not required under section 4 of this chapter, but the proposed <br /> project would generate more than 10 vehicle trips per day, the applicant shall mitigate the <br /> project's transportation impacts as follows. <br /> 11.2. The applicant shall implement, or pay the City the cost of implementing, local <br /> transportation improvements as required by City code and the City Engineer to meet street <br /> standards, safety requirements, or other localized impacts on or in close proximity to the project <br /> site that have been identified in the project review process. <br /> 11.3. The applicant shall pay a fee for transportation system improvements in an amount equal <br /> to nine hundred dollars ($900) for each PM peak hour trip that the project will produce, as <br /> determined in the latest edition of the ITE Trip Generation Manual or as otherwise approved by <br /> the City Engineer. Any agreement to pay in accordance with the provisions of this section shall <br /> be in a form provided in section 13 of this chapter. <br /> 11.4. For projects within the core area (see Section 16 of this chapter and Exhibit 1), the fee <br /> shall be calculated by using fifty (50) percent of projected trip generation using the ITE Trip <br /> Generation Manual, or as otherwise approved by the City Engineer based on reasonable trip <br /> generation assumptions. <br /> This fee to mitigate transportation system impacts in the core area shall be phased in over <br /> a two year period in equal increments, with the fee beginning on the effective date set at $300 <br /> per PM peak hour trip. After one year the fee shall increase to $600 per PM peak hour trip. <br /> After two years the fee shall increase to $900 per PM peak hour trip. <br /> Level of service and related analyses specified under this chapter shall not apply to <br /> projects within the core area unless the City has determined that a traffic analysis is required <br /> under sections 4 and 5 of this chapter. The basis and adequacy of this fee will be reviewed every <br /> five years as part of the City's GMA five-year comprehensive plan review process. <br /> 11 <br />
