"Transportation improvement" means either a local transportation improvement, a <br /> transportation system improvement, or an improvement that is both a local and system <br /> improvement. <br /> "Transportation network" means all facilities and means of transportation used by the <br /> public in the City or in areas affected by project traffic,including land, air,and waterborne <br /> traffic. <br /> "Transportation system improvement" means public facilities that are included in the capital <br /> facilities plan or identified by the traffic analysis and are designed to provide service to <br /> serivce areas within a community at large,in contrast to local transportation improvements <br /> "Trips" means inbound and outbound trips. <br /> Section 19: Repealer <br /> Ordinance No . 1670-89, 1733-90, 1754-90, 1781-91, 1833-91, 1910-92, 1967-93, 2112-95, <br /> 214-96,219 -96, 2220-97,2301-98, 2350-98 are hereby repealed and superseded by this <br /> ordinance. <br /> Section 20: Severability <br /> If any section sentence, clause, or phrase (i.e., provision) of this ordinance or its application <br /> to any person or circumstance is held invalid or unconstitutional by a court of competent <br /> Jurisdiction, such invalidity or unconstitutionality shall not affect the validity or <br /> constitutionality of any other provision, and the remainder of this ordinance, or the <br /> application of such provision to other persons or circumstances, shall not be affected. <br /> • <br /> Section 21: Effective Date <br /> The Council finds that this ordinance is necessary for the immediate preservation of the <br /> public peace, health and safety and the public welfare.
