<br /> said city of Averett, during a period of ten days.
<br /> Section 5: The system or plan proposed and the proposi-
<br /> tion submitted, shall be voted upon in the following manner, to-
<br /> wit: Avery voter at said election desiring to vote in favor of
<br /> said proposed system or plan, and the issuance of the bonds men-
<br /> tioned and described in Section 3 of this ordinance, shall vote a
<br /> ballot containing the following statement of the said proposition,
<br /> by placing a cross (X) in the square printed upon said ballot oppos-
<br /> ite and at the right of said statement, to-wit:
<br /> "IN FAVOR of a system or plan for acquiring by purchase or
<br /> condemnation the water system now being used for the purpose of
<br /> supplying the city of Averett and its inhabitants with water, includ-
<br /> ing the lands, water, water rights, reservoirs, pipes, pumps, motors,
<br /> boilers , buildings, structures, machinery, meters, hydrants, franchis-
<br /> es, easements, grants , rights and privileges, and all other property,
<br /> whether real or personal, corporeal or incorporeal, used in connecb.
<br /> tion with said water system or forming a part thereof, at the best
<br /> obtainable price, not in any event to exceed the estimated cost of
<br /> one million one hundred thousand ( 1,100,000) dollars, including
<br /> tha payment of the necessary engineering and legal expenses in con-
<br /> nection with the acquiring of said system, and the issuance and sale
<br /> of special water revenue fund bonds in the sum of one million one
<br /> hundred thousand (41,100,000) dollars , maturing serially in from six
<br /> to twenty years , bearing interest at a rate not exceeding six per
<br /> cent per annum, payable by setting aside annually out of sixty per
<br /> cent of the gross revenues from said water system the sum of one
<br /> hundred thousand (*100,000)doliars . the, said bonds to bear date and
<br /> be in such form as hereafter shall be prescribed by the city council
<br /> of the city of Averett, all as provided in Ordinance No. / � of said .
<br /> city of Averett."
<br /> Any voter at said election desiring to vote against such
<br /> proposed system or plan, and the issuance of the bonds mentioned and
<br /> described in Section 3 of this ordinance, shall vote a ballot con-
<br /> taining the following statement of the said proposition by placing
<br /> •
<br /> a cross (X) in the square printed on said ballot opposite and at
<br /> the right of said statement, to-wit:
