<br /> and pipe line to divert and take water fromthe sultan River, by grav-
<br /> ity flow, to a suitable location in the city of Everett, for a high
<br /> levet reservoir for the purpose of supplying the city of Everett and
<br /> its inhabitants with water, at an estimated cost of six hundred
<br /> thousand (4600,000) dollars , including the payment of the necessary
<br /> engineering and legal expenses in connection with the acquiring and
<br /> constructing of said system, and the issuance and sale of the general
<br /> coupon bonds of said city of Everett in the sum of six hundred
<br /> thousand ($600,000) dollars, maturing twenty years from date thereof,
<br /> bearing interest at a rate not exceeding five per cent per annum, pay-
<br /> able semi-annually, said bonds payable out of the sinking fund to be
<br /> created as provided by statute; all said bonds to bear date and be in
<br /> such form as hereafter shall be prescribed by the city council of
<br /> the city of Everett, all as provided in Ordinance No. of said
<br /> city of Everett.
<br /> .every voter at such election desiring to vote against
<br /> such proposed system or plan, and tee issuance of the bonds mentioned
<br /> and described in Section 3 of this ordinance, shall vote a ballot con-
<br /> taining the following statement of the said proposition, by plac-
<br /> ing a cross (X) in the square printed on said ballot, opposite and
<br /> at the right of said statement, to-wit:
<br /> AGAINST the system or' plan for acquiring by purchase, con-
<br /> demnation, or otherwise, of lands , rights-of-way, waters, water
<br /> rights , easements , franchises , privileges, and property, necessary
<br /> or convenient for the construction, operation, and maintenance of a
<br /> diverting dam, head works, settling basin, and pipe line, and to
<br /> construct on said lands a diverting dam, head works, settling basin,
<br /> and pipe line to divert and take water from the Sultan River, by
<br /> gravity flow, to a suitable location in the city of Everett, for a
<br /> high level reservoir for the purpose of supplying the city of
<br /> Everett and its inhabitants with water, at an estimated cost of
<br /> six hundred thousand (4600,000) dollars , including the payment of
<br /> the necessary engineering and legal expenses in connection with the
<br /> acquiring and constructing of said system, and the issuance and sale
<br /> of the general coupon bonds of said city of Everett in the sum of
<br /> six hundred thousand (6600,000) dollars , maturing twenty years from
<br /> date thereof, bearing interest at a rate not exceeding five per cent
<br /> per annum, payable semi-annually, said bonds payable out of the
<br /> sinking fund to be created as provided by statute; all said bonds to
<br /> bear date and be in such form as hereafter shall be prescribed by the
<br /> city council of the city of Everett, all as provided in Ordinance No.
<br /> of said city of Everett.
<br /> The two propositions above set forth shall be printed on
<br /> a single sheet, and opposite and to the right of each statement of
<br /> the propositions to be voted upon there shall be printed a blank
<br /> square, within which the voter shall signify 4 making a cross (X)
<br /> whether he voted in favor of or against the proposition submitted.
<br /> Section 6: If, at the election held, as provided in
<br /> this ordinance ,three-fifths of the qualified voters of the city of
