Section 4: That a special election shall be and is hereby called, to be held in the city of Avere tt, on. the � E day of August, 19153 in the various election precincts into which the city is divided, for the purpose of voting thereat by the qualified elec.- tors of said city upon the proposition of the ratification or rejec- tion of the system or plan in this ordinance proposed, for acquiring a water system for the city of .Everett, and the issuance of bonds to provide for the payment therefor, as in this ordinance proposed. Said election shall be held and conducted as prescribed by law, at the various voting places in said city of revere tt, and shall be con- ducted by the officers of election, who shall be designated and appointed as provided by law for h^loing and conducting said elec- tion, and the city clerk shall give at least ten days notice of the time and place, and the purpose of said election, and of the proposi- tion to be submitted to the qualified voters thereat, and the form of ballots to be cast for or against the said proposition, as provid- ed in this ordinance, by publication of such notice in each issue of the . verett Morning Tribune, the newspaper doing the city print- ing of said city of Averett, during a period of ten days. Section 5: The system or plan proposed and the proposition submitted shall be voted upon in the following manner, to-wit: Avery voter at such election desiring to vote in favor of said proposed system or plan, and the issuance of the bonds men- tioned and described in Section 3 of this ordinance, shall vote a :allot containing the followingstatement of the said� proposition, by placing a cross (X) in the square printed upon said ballot , op- posite and at the right of said statement, to-wit: IN FAVOR of the system or plan for acquiring by purchase, condemnation, dr otherwise, of lands , rights-of-way, waters, water rights , easements , franchises, privileges, and property, necessary or convenient for the construction, operation, and maintenance of a diverting dam, head works , settling basin, and pipe line, and to construct on said lands a diverting dam, head works, settling basin,
