City of Everett 00 11 13 - 1 Port Gardner Storage Facility – Facility Construction Package WO# UP-3525 00 11 13 - 1 ADVERTISEMENT FOR BIDS SECTION 00 11 13 - ADVERTISEMENT FOR BIDS Notice is hereby given that sealed bids for the Port Gardner Storage Facility Construction Package WO# UP-3525 will be received at the City Clerk, 1st Floor Everett Municipal Building, 2930 Wetmore, Everett, WA, 98201, until 2:00 p.m. on Tuesday, October 21, 2025. At the appointed time, all bids will be opened and read aloud publicly via live streaming, or bidders may attend the bid opening in person at 2930 Wetmore Ave, Suite 9E, Everett, WA 98201. Project Description The City of Everett Port Gardner Water Quality Program serves to improve water quality in the Possession Sound and Port Gardner Bay by reducing combined sewer overflows and providing regional stormwater treatment for more than 200 acres of urban watershed. Phase 1 of the program includes the design of the Port Gardner Storage Facility (PGSF). The City of Everett acquired the Kimberly-Clark Wastewater Treatment Plant in 2019 to repurpose the infrastructure into the PGSF. The PGSF will provide temporary combined sewer storage, reducing CSOs at the City’s four remaining uncontrolled CSO discharge points to meet the Washington State Department of Ecology executed Agreed Order number 11638.This facility will also provide stormwater treatment for separated stormwater drainage basins with conveyance to the City’s deepwater outfall and local stormwater conveyance to the Everett Water Pollution Control Facility. Construction of the PGSF involves retrofit of the project site through installation of combined sewer and stormwater infrastructure. This includes, but is not limited to, buried conveyance pipelines, construction of two green field pump stations, rehabilitation of the existing aeration basins and secondary clarifiers, installation of a ground stabilizing buttress wall, pre-cast and cast in place vaults, architectural improvements made to existing buildings, installation of electrical systems, instrumentation and controls, and pile supports for new and existing structures. This work also involves all facility commissioning and start-up activities. Section 01 11 00 Summary of Work provides a detailed narrative of the project scope of work. Construction of the PGSF is estimated to commence in winter 2025 and the facility is scheduled to be substantially complete by December 31, 2027, to be in compliance with the Agreed Order 11638 deadline. Pre-bid meetings are scheduled at 10:00 a.m., Tuesday, 10/7/25 and at 2:00 p.m., Thursday, 10/9/25on site at 2200 W Marine View Dr., Everett WA 98201. Attendance to one pre-bid meeting is mandatory. A Bid received from a Bidder who did not attend one pre-bid meeting and sign the sign-in sheet will be found not responsible and the bid will be rejected. Bidders who attended one of the pre-bid meetings previously held for the project in June 2025 and who signed the sign-in sheet will be found to have met the pre-bid meeting attendance requirement and are not required to attend the pre-bid meetings scheduled on 10/7/25 or 10/9/25. Any questions and/or answers to that may affect the Bid will be included in an addendum to the bid documents and sent to all the plan holders.
