City of Everett 00 21 13 - 1 <br />Port Gardner Storage Facility - Facility Construction Package WO# UP-3525 <br /> <br /> <br />00 21 13 - 1 INSTRUCTIONS TO BIDDERS <br />SECTION 00 21 13 INSTRUCTIONS TO BIDDERS <br />1-00 INTRODUCTORY MATTERS <br />General Description and Location of Project <br />The Work to be performed will include furnishing all labor, materials and equipment necessary to <br />perform all Work as required by the Contract in accordance with the Contract Documents. <br /> <br />The Project is located at 2200 W Marine View Drive, Everett, WA 98201. <br /> <br />Two pre-bid meetings will be held to discuss the project. See Pre-Bid Meeting (Section 00 <br />25 13). Attendance of at least one of the pre-bid meeting is mandatory for all prospective <br />bidders. A Bid received from a Bidder who did not attend one pre-bid meeting and sign <br />the sign-in sheet will be found not responsible and the bid will be rejected. Bidders who <br />attended one of the pre-bid meetings previously held for the project in June 2025 and who <br />signed the sign-in sheet will be found to have met the pre-bid meeting attendance <br />requirement and are not required to attend the pre-bid meetings scheduled on 10/7/25 or <br />10/9/25. <br /> <br />It is anticipated that this project will be funded by the Washington State Department of <br />Ecology. Neither the State of Washington nor any of its departments or employees are, or <br />shall be, a party to any contract or subcontract. <br />Project Labor Agreement <br />This Project is subject to the Project Labor Agreement (PLA) attached the Agreement <br />(Section 00 52 13). This Project requires the Contractor and all Subcontractors to agree <br />to be party to and be bound by the terms and conditions of the PLA. Bidders are advised <br />to examine and to be thoroughly familiar with the requirements of the PLA. No claim for <br />additional compensation will be allowed that is based upon a lack of knowledge of these <br />requirements. Bidder must fully account for the PLA in Bidder’s Bid. <br />Project Manager <br />Questions and inquiries about these Contract Documents should be directed in writing to the <br />attention of Zach Brown at zbrown@everettwa.gov. <br /> <br />Apprentice Utilization <br />This Project requires apprentice utilization as set forth below in Section 00 73 73 (Apprentice <br />Utilization). <br />Standard Specifications <br />The following other Specifications and Standard Plans shall apply only to the extent that they <br />are called out in the Contract Documents. <br />• WSDOT “2025 Standard Specifications for Road, Bridge and Municipal Construction”, <br />hereinafter referred to as the “Standard Specifications.” <br />• City of Everett “Design and Construction Standards and Specifications” (Revised 2025), <br />as found online on the City’s Website at: https://everettwa.gov/1531/Design- <br />Construction-Standards <br />• “Standard Plans for Road and Bridge Construction,” latest edition as prepared by WSDOT. <br />• “Manual on Uniform Traffic Control Devices” (MUTCD), latest edition.
