November 19, 2025 <br />1 <br />The regular meeting of the Everett City Council was called to order at 6:30 p.m., November 19, <br />2025, by President Schwab. <br />Upon roll call, it was found that Council Members Fosse, Rhyne, Schwab, Vogeli, Zarlingo, Bader, <br />and Tuohy were present. Mayor Franklin was excused. <br />Council Member Tuohy led the Pledge of Allegiance. <br />Council Member Zarlingo recited the land acknowledgement. <br />The minutes of the November 12, 2025, meeting were approved. <br />MAYOR <br />Mayor Franklin was excused. <br />PUBLIC COMMENT <br />Council received 25 written comments and no members of the public spoke. <br />COUNCIL <br />Council Member Bader commented on his attendance at the Library Board meeting. <br />Council Member Rhyne commented on her attendance at the Port Gardner Neighborhood <br />meeting. <br />Council Member Vogeli commented on her attendance at the Parks Board meeting. She also <br />commented on her meeting with Alliance for Housing Affordability. She also stated the <br />Transportation Advisory Committee will meet Thursday morning. <br />Vice President Zarlingo commented on his attendance at the following meetings in the last week: <br />Everett Chamber of Commerce at APEX Everett, Snohomish County Regional Law and Justice <br />Council, Snohomish County Tomorrow’s Exploratory Committee, Puget Sound Regional Council’s <br />Transportation Policy Board.
