November 19, 2025 <br /> <br />2 <br /> <br />ADMINISTRATION UPDATE <br /> <br />Government Affairs Director Jennifer Gregerson welcomed Wally Webster of The Access Project <br />for a briefing recognizing their partnership with Everett Police Department. <br /> <br />Police Chief John DeRousse provided additional information regarding use of Flock cameras. Chief <br />DeRousse responded to Council questions. <br /> <br /> <br />CITY ATTORNEY <br /> <br />Deputy City Attorney Ramsey Ramerman requested a 15-minute executive session pursuant to <br />RCW 42.30.110(1)(i), with possible Council action to follow. <br /> <br /> <br />CONSENT ITEMS: <br /> <br />Moved by Council Member Zarlingo, seconded by Council Member Bader, to approve the <br />following consent items: <br /> <br />RESOLUTION - CLAIMS <br /> <br />To adopt Resolution No. 8237 authorizing claims against the City of Everett in the amount of <br />$5,803,197.64 for the period ending October 25, 2025, through October 31, 2025. <br /> <br />RESOLUTION – PAYROLL CLAIMS <br /> <br />To adopt Resolution No. 8238 authorizing payroll claims against the City of Everett in the <br />amount of $5,661,995.74 for the period ending November 2025. <br /> <br />BID AWARD - PORT GARDNER STORAGE FACILITY – FACILITY CONSTRUCTION PACKAGE <br /> <br />To award the Contract for the Port Gardner Storage Facility – Facility Construction Package to <br />Absher/Stellar J Joint Venture in the amount of $104,860,670.13. <br /> <br />AGREEMENT AMENDED - WFP HIGH-RATE FILTER PILOT STUDY <br /> <br />To authorize the Mayor to sign Amendment No. 1 to the Professional Service Agreement with <br />Jacobs Engineering Group Inc. for the WFP High-Rate Filter Pilot Study to extend the contract <br />completion date. <br /> <br />
