s <br /> "IJ:a <br /> Ordinance No. 2499-00 <br /> An Ordinance increasing the taxation rate on card rooms, amending <br /> section 6 of Ordinance No. 023-84 as amended (EMC 3.36.060). <br /> Whereas, the State legislature has greatly expanded the definition of social card games, <br /> augmenting the number of tables, the amounts that may be wagered and the number of games <br /> which may be played; and <br /> Whereas, the enhanced definition of card games, which heretofore limited players, tables, and <br /> augmenting amounts,has now been expanded to include higher betting limits between players, <br /> the number of participants in each game, and the number of tables permitted in each licensed <br /> establishment; and <br /> Whereas, under the enhanced definition of card games, wagering is now permitted against <br /> licensed gaming operators who act as a "house-bank" with significantly higher wagering limits; <br /> and <br /> Whereas, the City currently imposes a tax rate of three and one-half percent of the gross receipts <br /> received from card games while the State law authorizes up to twenty percent; and <br /> Whereas, the City Council finds that while some jurisdictions prohibit card rooms, many of the <br /> use that do allow them impose a higher tax than Everett in the ten percent range; <br /> Now,Therefore,The City Of Everett Does Ordain: <br /> Section 1: Section 6 of Ordinance No. 1023-84, as amended, (EMC 3.36.060)which reads as <br /> follows: <br /> Section 6: Tax on Card Rooms <br /> There is hereby levied upon and shall be collected from and paid by every person, <br /> association, or organization social card games, a tax of in an amount of 3.5 percent of the gross <br /> revenue received from the conducting of social card games. <br /> Is hereby amended as follows: <br /> Section 6: Tax on Card Rooms <br /> There is hereby levied and shall be collected from and paid by every person, association, <br /> or; organization conducting social card games as defined in RCW 9.46.0282, a tax from the <br /> conducting of such card games as follows: <br /> A. Every person,association, or organization conducting player-funded banked card games <br /> exclusively on an establishment by establishment basis: Five(5)percent of the gross venue <br /> received from conducting such card games; <br /> 1 <br />
