Page 7 of 21 <br />SECTION 2 – SCOPE OF WORK <br />2.1 BACKGROUND & EXISTING SITE OVERVIEW <br />Everett Transit is growing and has exceeded its capacity at its current location. The existing site is 2.4 <br />acres with two buildings. The operations building has a footprint of 7,200 square feet, and the transit <br />shop has a footprint of 8,400 square feet. The original construction occurred in 1972, with site <br />improvements in 1992 and several internal building renovations over the years, including initial electric <br />vehicle and battery electric bus charging infrastructure. <br />Current location: 3225 Cedar Street, Everett, WA 98258 <br /> Area: 2.4 acres <br /> Operations building gross floor area - 14,000 sq ft <br /> Transit Maintenance Shop gross floor area 9,762 sq ft <br />2.2 INTENT <br />Everett Transit is seeking a qualified consultant to conduct a comprehensive site assessment, feasibility <br />study, and needs assessment to determine the viability and requirements for redesigning or relocating, <br />and ideally consolidating, its existing maintenance, operations, and administration base, currently located <br />at 3225 Cedar Street, Everett, WA 98258. The goal is to assess the existing facility, evaluate the current <br />site and up to two alternative sites, which may consist of multiple adjacent parcels, and define the spatial, <br />infrastructure, and functional needs to support the agency’s current and future operations. The resulting <br />study will inform site selection and guide future design and engineering phases, which are outside the <br />scope of the resulting contract and not a part of this proposal. <br />2.3 SCOPE OF SERVICES <br />An ideal assessment would, at a minimum, include the following areas: <br />1. Assess Everett Transit’s current and future operational, staffing, and facility requirements to meet <br />identified needs. <br />2. Identify optimal parcel size and layout. <br />3. Ensure that electric vehicles (EV), Battery Electric Buses (BEB), and diesel-hybrid bus <br />infrastructure, maintenance, and service, which may include fueling and bus wash facility, <br />administration, and workforce facilities, are accommodated. <br />4. Recommend facility and infrastructure upgrades or new construction. <br />5. Comparative analysis and evaluation of existing and alternative sites based on identified <br />requirements. <br />i. Sites to be considered include: <br />a. The existing location, combined with the City of Everett Public Works parcels, <br />00439075400100; 00439075500100; and 00439075600100. <br />b. Eastmont: 28051700201500; 28051700304900. <br />c. Up to one additional site or combined parcels that satisfy site and program <br />requirements. <br />6. Environmental and due diligence review for viable sites, including Phase I ESA.
