Title VI equity analysis and determination consistent with Federal Transportation Administration <br />(FTA) guidelines for viable sites, which can be found in FTA Title VI Circular 4702.1B. The Title VI <br />equity analysis will be used to ensure that the site location is selected without regard to race, <br />color, or national origin, and must assess if any proposed site will have a disparate impact, as well <br />as examine the cumulative impacts of other existing facilities within the area of the proposed <br />sites. The equity analysis must also include a public outreach component for persons potentially <br />impacted by each proposed site location, and this public outreach must be consistent with Everett <br />Transit’s public participation plan in its current Title VI program. The chosen consultant will <br />conduct the public outreach work. Evaluate site resiliency and propose mitigation strategies for climate-related and geotechnical <br />risks, including flooding, seismic events, and power outages. Recommendations should support <br />long-term continuity of operations and align with state/local hazard mitigation planning. <br />2.4 DESIRED OPTIONAL SERVICES <br />The following are desired and optional services. <br />• Cost-benefit analysis of redevelopment vs. relocation. <br />2.5 FUTURE SITE CONSIDERATIONS <br />The new Maintenance, Operation, and Administration Building will meet and support the following <br />requirements. <br />1. Fleet and Parking Requirements <br />a. Parking and maneuvering space for: <br /> 50 fixed-route buses - 50% electric, 50% diesel-electric hybrid. <br /> 40 paratransit vehicles, which include potential on-demand service vehicles. <br /> 20 support and admin vehicles. <br /> Auxiliary space for in-service and decommissioned vehicles. <br />b. Employee, ADA, and visitor parking: <br /> Minimum 150 parking stalls <br /> Active Surveillance System, ADA-compliant, well-lit, and access-controlled <br />c. Site circulation analysis for vehicle and pedestrian safety <br />d. Load and unload area for deliveries, including large truck deliveries <br /> <br />2. Maintenance & Operations Facility Needs <br />a. Shop requirements unless otherwise determined by the feasibility study: <br /> Minimum six (6) standard maintenance bays. <br /> 1 electronics diagnostics bay. <br /> 1 maintenance bay for bus stop shelters and signage. <br /> Office space for four (4) staff, including electronics technicians and maintenance staff. <br />b. Fleet support: <br /> Fueling station for hybrids and service vehicles -both diesel & gasoline <br /> Bus wash with water reclamation system
