October 22, 2025 <br />City of Everett <br />ATTN: Zach Brown, PE <br />Principal Engineer | Public Works <br />3200 Cedar Street, Everett, WA 98201 <br />ZBrown@everettwa.gov <br />Re: Supplemental Bidder Criteria: Port Gardner Storage Facility- Facility Construction Package; WO# UP-3525 <br />Dear Mr. Brown: <br />Enclosed please find Absher/Stellar J Joint Venture’s supplemental bidder criteria for the Port Gardner Storage <br />Facility- Facility Construction Package, including responses below to the additional 002213 requirements and <br />Addendum 1. <br />Responses to requirements stated in section 002213 <br />1.2.3(c)(1) Absher/Stellar J joint venture agreement has been included with this submittal <br />1.2.3(c)(2) Absher Construction Company and Stellar J Corporation are not related entities. The only formal <br />business relationship that exists is as members of the Absher/Stellar J Joint Venture for the Port Gardner Storage <br />Facility Project. <br />1.2.3(c)(3) Specific Roles and Responsibilities for the PGSF Project: <br />Absher/Stellar Joint Venture will operate as a single entity as it relates to working with the City of Everett. Inter- <br />nally, we have divided work as follows to leverage each company’s strengths and expertise: <br />Absher Construction will act as the Majority JV member for the project and control work for Existing Conditions <br />(Demo), Concrete, Masonry, Metals, Woods, Plastics and Composites, Thermal and Moisture Protection, Open- <br />ings, Finishes, Specialties, Residential Equipment, Furnishings, some of the Plumbing and HVAC work, Electri- <br />cal, Communications, Earthwork and Utilities, and Exterior Improvements. <br />Stellar J will provide management and oversight for work on the waterwater/infrastructure components of the <br />project including certain plumbing and HVAC components, Process Interconnections, some of the Material Pro- <br />cessing and Handling Equipment, Process Gas and Liquid Handling Purification and Storage equipment, Pollu- <br />tion and Waste Control Equipment, and Waste and Wastewater Equipment work. <br />1.2.3(c)(4) Absher and Stellar J have not previously worked on projects together. <br />Response to requirements stated in section Addendum 01 <br />1.02.1(2)A Absher/Stellar J confirms that it complies with the Wage Compliance requirements applying to this <br />project <br />1.02.1(2)B Absher/Stellar J confirms that it complies with the Apprentice Utilization requirements applying to <br />this project <br />Thank you, <br />Adam Buckley, Designated Agent <br />ABSHER/STELLAR J JOINT VENTURE <br />1001 Shaw Road, Puyallup, WA 98372 // Tel 253.845.9544
