December 3, 2025 <br />1 <br />The regular meeting of the Everett City Council was called to order at 6:30 p.m., December 3, <br />2025, by President Schwab. <br />Upon roll call, it was found that Mayor Franklin and Council Members Fosse, Rhyne, Schwab, <br />Vogeli, Zarlingo, Bader, and Tuohy were present. <br />Council Member Bader led the Pledge of Allegiance. <br />Council Member Rhyne recited the land acknowledgement. <br />The minutes of the November 19, 2025, meeting were approved. <br />MAYOR <br />Mayor Franklin commented on the Wintertide celebration kickoff last weekend and encouraged <br />residents to attend more Wintertide events this holiday season. <br />PUBLIC COMMENT <br />Council received one written comment and the following members of the public spoke: Kay <br />Fantin, Liz Stenning, Christina Anderson, and Mike Kersey. <br />COUNCIL <br />Council Member Bader commented on his attendance at the National League of Cities meeting <br />in Salt Lake City. <br />Council Member Rhyne commented on her attendance at the following: Wintertide tree lighting <br />last Friday; the Everett Public Schools update on Tuesday; and Puget Sound Regional Council <br />Economic Development meeting earlier today. She commented on lodging tax funds used for <br />holiday events and stated the 2026 Lodging Tax Advisory Committee grant applications are open. <br />She also thanked City staff for their efforts for Wintertide and other holiday events and the public <br />commenters. <br />Moved by Council Member Rhyne, seconded by Council Member Vogeli, to allocate $25,000 to <br />the Downtown Everett Association from the City’s previously allocated but unspent COVID <br />relief money.
