<br />City of Everett • 2024 Comprehensive Sewer Plan • October 2025 <br />Executive Summary • ES-6 <br />the sewer service area but outside the city limits are located within the City’s Urban Growth Area (UGA). <br />Figure ES-1 outlines the city limits, sewer service area, and UGA. <br />The City’s treatment service area comprises the area from which wastewater is collected and conveyed for <br />treatment at the WPCF. It consists of the City, a small area outside the City limits but within the City’s UGA, <br />and portions of the Alderwood Water and Wastewater District (AWWD), the Mukilteo Water and <br />Wastewater District (MWWD), and the Silver Lake Water and Sewer District (SLWSD). The WPCF also <br />receives treated effluent from the City of Marysville at the upstream end of the chlorine contact channel <br />for discharge through the Port Gardner outfall (Marysville effluent does not go through the WPCF <br />treatment process). This occurs when the City of Marysville treatment plant cannot meet discharge permit <br />requirements. Additionally, there are approximately 300 septic parcels throughout the City and on Smith <br />Island. <br />Existing and Future Population Forecasts <br />Chapter 4 summarizes the existing and future population estimates in the sewer service area.
