CITY OF EVERETT SPECIAL PROVISIONS <br /> <br />Water Main Replacement “Y” – Ph 2 Div 1 – GEN REQUIREMENTS October 2025 <br />Work Order No. UP 3814 SP-102 <br />Category 2: Sensitive information <br />Category 2: For official use only / disclosure permissible by law. <br />The Contractor shall notify the Railroad Company a minimum of 15 days in <br />advance of whenever the Contractor is about to perform Work within Railroad <br />Company property or within 25 feet of the centerline of tracks to enable the <br />Railroad Company to provide flagging or other protective services. <br />The Railroad Company’s contact to schedule flagging or other protective services <br />is: <br />Wilson & Company (BNSF’s Scheduling Agent) <br />Contact WilsonCompany.Utility.IC@wilsonco.com (preferred method) or call <br />(816) 556-3624. <br />1-07.28(8) Measurement and Payment <br />Section 1-07.28(8) is revised to read: <br />(October 3, 2022 WSDOT GSP) <br />The Contracting Agency will make payments to the Railroad for protective services <br />unless: <br />1. Such services result from the Contractor’s failure to comply with the <br />terms and conditions of its contract with the Contracting Agency or with <br />its Contractor’s Right of Entry Agreements with the Railroad Company. <br />2. The Contractor fails to obtain authorization from the Engineer prior to <br />coordinating with the Railroad Company for any flagging requiring <br />overtime payments as specified under Railroad Safety and Flagging. <br />3. The Contractor arranges for assignment of a railroad flagger and alters <br />project work so that a flagger is no longer needed, and adequate <br />advance notice is not provided to the Railroad Company of such change <br />in the need for a flagger (i.e., causing the Railroad Company to dispatch <br />a flagger billable to the project when one is not required). <br />4. The Contractor causes an emergency, as specified under Railroad <br />Operations. <br />5. Protective services are required as a result of a request to the Railroad <br />Company for the Contractor’s convenience. <br />6. The Contract provides for a bid item in the Contract. <br />All costs to comply with this Section, unless otherwise stated, are incidental to the <br />Contract and are the responsibility of the Contractor. The Contractor shall include <br />all related costs in the unit Bid prices of the Contract. <br /> <br />1-08 PROSECUTION AND PROGRESS <br />Supplement Section 1-08 by adding the following: <br />1-08.0 Preliminary Matters <br />1-08.0(1) Preconstruction Conference <br />Prior to the Contractor beginning the Work, a preconstruction conference will be held <br />between the Contractor, the Engineer, WSDOT and such other interested parties as may <br />be invited. The purpose of the preconstruction conference will be: <br />1. To review the initial progress schedule; <br />2. To establish a working understanding among the various parties associated or <br />affected by the Work;
