CITY OF EVERETT SPECIAL PROVISIONS <br /> <br />Water Main Replacement “Y” – Ph 2 Div 1 – GEN REQUIREMENTS October 2025 <br />Work Order No. UP 3814 SP-49 <br />Category 2: Sensitive information <br />Category 2: For official use only / disclosure permissible by law. <br />1-02.4(1)B Prevailing Wages <br />(******) <br />Bidder is directed to 1-07.9(1) of these Special Provisions for requirements <br />regarding applying payment of prevailing wage rates for employment of labor on <br />within Snohomish County. <br />1-02.4(2) Subsurface Information <br />Delete the first paragraph and substitute the following: <br />If the City has made subsurface investigation of the site of the proposed Work, the <br />boring log data and soil sample test data accumulated by the City will be made <br />available for inspection by the Bidders. The boring logs and soil sample test data <br />shall NOT be considered as part of the Contract or the Contract Documents, <br />regardless of whether such data is supplied as an Appendix to the Special <br />Provisions or not. In addition, the City makes no representation or warranty <br />expressed or implied that: <br />1. The Bidders’ interpretations from the boring logs are correct, <br />2. Moisture conditions and indicated water tables will not vary from those <br />found at the time the borings were made, and <br />3. The ground at the location of the borings has not been physically disturbed <br />or altered after the boring was made. <br />The City specifically makes no representations, guarantees, or warranties as to the <br />condition, materials, or proportions of the materials between the specific borings <br />regardless of any subsurface information the Contracting Agency may make <br />available to the prospective Bidders. <br />1-02.5 Proposal Form <br />Delete this section and substitute the following: <br />The Proposal Form identifies the project and its location and describes the Work. It also <br />lists estimated quantities, units of measurement, the items of work, and the materials to <br />be furnished at the unit bid prices. Bidder shall complete spaces on the proposal form <br />that call for, and are not limited to, unit prices; extensions; summations; the total bid <br />amount; signatures; date; and, where applicable, retail sales taxes and acknowledgment <br />of addenda; bidder’s name, address, bidder’s email address, telephone number, and <br />signature; bidder’s UDBE/DBE/M/WBE commitment, if applicable; a State of <br />Washington Contractor’s Registration Number; and a Business License Number, if <br />applicable. Bids shall be completed by typing or shall be printed in ink by hand, <br />preferably in black ink. The required certifications are included as part of the Proposal <br />Form. <br />Bidder shall submit Bidder’s Proposal on the Proposal Form provided in the Contract <br />Documents. <br />The City reserves the right to arrange the proposal forms with alternates and additives <br />if such be to the advantage of the City. Bidder shall bid on all alternates and additives <br />set forth in the Proposal Form unless otherwise specified. <br />1-02.6 Preparation of Proposal <br />Delete “unless it approves in writing” from the second sentence of the first paragraph of 1- <br />02.6. <br />Revise the fourth paragraph of 1-02.6, beginning with “The Bidder shall submit with the Bid <br />a completed Disadvantaged Business Enterprise (DBE) Utilization Certification,” to read as <br />follows:
