CITY OF EVERETT SPECIAL PROVISIONS <br /> <br />Water Main Replacement “Y” – Ph 2 Div 1 – GEN REQUIREMENTS October 2025 <br />Work Order No. UP 3814 SP-84 <br />Category 2: Sensitive information <br />Category 2: For official use only / disclosure permissible by law. <br />Prior to any construction equipment or personnel entering WSDOT right-of-way, a <br />pre-construction conference is required with WSDOT’s inspector, Michael Gallop. <br />The contractor shall notify Michael Gallop a minimum of Five (5) working days in <br />advance: <br />Michael Gallop <br />NW Local Agency & Development Services Office <br />15700 Dayton Ave. N., PO BOX 330310 MS 82-240 <br />Seattle, WA 98133-9710 <br />206-440-4913/ 206-940-2736 <br />Mike.Gallop@wsdot.wa.gov <br />This Project contains less than one acre of total disturbed area within the project limits <br />and does not require Contractor to apply for Ecology’s Construction Stormwater General <br />Permit. <br />1-07.9 Wages <br />1-07.9(1) General <br />Delete the first paragraph of 1-07.9(1) and substitute the following: <br />This Contract is subject to the minimum wage requirements of RCW 39.12 and to <br />RCW 48.28, as amended or supplemented. Workers shall receive no less than the <br />prevailing rate of wage. Bidder shall use the Washington State Prevailing Wage <br />Rates for Snohomish County, effective at the time of bid opening. Bidder is solely <br />responsible to use the schedule in effect at the Bid Opening Date, determine the <br />appropriate labor classification(s), and use the appropriate and correct prevailing <br />wage and benefit rate(s). The hourly minimum rates for wages and fringe benefits <br />can be obtained at the following URL: <br />https://lni.wa.gov/licensing-permits/public-works-projects/prevailing-wage-rates/ <br />Printed copies of the current prevailing wage rates are available for viewing at City <br />of Everett Public Works, 3200 Cedar St, Everett, WA, and the City will mail a hard <br />copy of the prevailing wage rates upon written request received within 7 days of the <br />Bid Opening Date. <br />Delete the fifth paragraph of 1-07.9(1) and substitute the following: <br />If employing labor in a class not listed in the L & I prevailing wage rate schedule, <br />the Contractor shall request a determination of the correct wage and benefits rate <br />for that class and locality from the Industrial Statistician, Washington State <br />Department of Labor and Industries (State L&I), and provide a copy of those <br />determinations to the Project Engineer. <br />Delete the final paragraph of 1-07.9(1) that begins with “There are many work-ready…” <br /> 1-07.9(3) Apprentices <br />Supplement this section with the following: <br />Apprentice Utilization <br />This Contract includes an Apprentice Utilization Requirement. Fifteen <br />percent or more of project Labor Hours shall be performed by Apprentices <br />unless Good Faith Efforts are accepted. Apprentice Utilization will be <br />determined using the Department of Labor and Industries (L&I) online <br />Prevailing Wage Intent & Affidavit (PWIA) system.
