CITY OF EVERETT SPECIAL PROVISIONS <br /> <br />Water Main Replacement “Y” – Ph 2 Div 1 – GEN REQUIREMENTS October 2025 <br />Work Order No. UP 3814 SP-85 <br />Category 2: Sensitive information <br />Category 2: For official use only / disclosure permissible by law. <br />Definitions <br />For the purposes of this specification the following definitions apply: <br />1. Apprentice is a person enrolled in a State-approved Apprenticeship <br />Training Program. <br />2. Apprentice Utilization is the apprentice labor hours, on the project, <br />expressed as a percentage of project Labor Hours based on certified <br />payrolls or the affidavits of wages paid, whichever is least. The <br />percentage is not rounded up. <br />3. Apprentice Utilization Requirement is the minimum percentage of <br />apprentice labor hours required by the Contract. <br />4. Good Faith Effort(s) (GFE) describes the Contractor’s efforts to meet <br />the Apprentice Utilization Requirement including but not limited to the <br />specific steps as described elsewhere in this specification. <br />5. Labor Hours are the total hours performed by all workers receiving <br />an hourly wage who are subject to prevailing wage requirements for <br />work performed on the Contract as defined by RCW 39.04.310. <br />Labor Hours are determined based on the scope of work performed <br />by the individuals, rather than the title of their occupations in <br />accordance with WAC 296-127. <br />6. State-approved Apprenticeship Training Program is an <br />apprenticeship training program approved by the Washington State <br />Apprenticeship Council. <br />7. Apprentice Wage Rates are the applicable wage rates that are to be <br />paid for an apprentice registered in a training program, separate from <br />Journey Level rates, as set by the Washington State Apprenticeship <br />Training Council and Washington State Department of Labor and <br />Industries (L&I). <br />Electronic Reporting <br />The Contractor shall use the PWIA System to submit the “Apprentice <br />Utilization Plan.” Reporting instructions are available in the application. <br />Apprentice Utilization Plan <br />The Contractor shall submit an “Apprentice Utilization Plan” by filling out <br />the Apprentice Utilization Plan Form (WSDOT Form 424-004 or other form <br />approved by the City) within 30 calendar days of Contract execution, <br />however no later than the preconstruction meeting, demonstrating how <br />and when the Contractor intends to achieve the Apprentice Utilization <br />Requirement. The Plan shall be in sufficient detail for the Engineer or <br />other City representative to track the Contractor’s progress in meeting the <br />utilization requirements. An Apprentice Utilization Plan shall be updated <br />and resubmitted as the Work progresses or when requested by the <br />Engineer. <br />If the Contractor is unable to demonstrate the ability to meet the Apprentice <br />Utilization Requirement with its initial Apprentice Utilization Plan submission, an <br />effort must be made to find additional registered apprentices to perform on the <br />contract.
