Section 14: Whenever the inspector makes a decision, as provided in this ordinance, and it seems unjust to the owner or occupant of any building, or other person interested in such decision, such person shall have the right to apply to , the inspector for appoint ment of an arbitration committee, one of the committee to be appointed by the inspector, one by the person making the application, and the third member of the committee to be chosen by the other two members. The decision of the board shall be final in the matter appealed from. The person making application for such arbitration shall, on filing his petition, pay 4l0.00 to the inspector, which shall be paid to the members of the arbitration committee in full for their services. The application for arbitration herein provided for shall be made within five days after notice of the decision of the inspector,from which the appeal is made, and if the two members of the arbitration committee so appointed fail to agree upon a third member, or if the arbitration committee fails to make a report of its decision , in writing, to the inspector within ten (10) days after its appointment, the decision of the inspector shall be final. Section 15: Any person qho shall violate, or fail, neg- lect or refuse to comply with the provisions of this ordinance, shall be deemed guilty of a misdemeanor, and, upon conviction thereof, shall be fined not more than one hundred ( 100) dollars , or be imprisoned for not more than thirty (30) days, or be punished by both such fine and imprisonment. Section 16: That Ordinance Number 1325 of the city of .verett, and all ordinances and parts of ordinances in conflict herewith, are hereby repealed.
