City of Everett 00 22 13 - 1 00 22 13 - 1 SUPPLEMENTAL INSTRUCTIONS TO BIDDERS SECTION 00 22 13 - SUPPLEMENTAL INSTRUCTIONS TO BIDDERS PART 1 - GENERAL 1.1 GENERAL A. It is the intent of City to award a contract to the lowest responsive and responsible Bidder. Before award, the Bidder must also meet the supplemental bidder responsibility criteria listed below. Further, the apparent low Bidder and second apparent low bidder must submit the Bidder Qualification Statement (Section 00 45 13) and any other documentation listed below to the City within one business day after the bid opening, unless the City’s project manager, in writing, allows additional time. The City reserves the right to require such documentation from other bidders also. 1.2 SUPPLEMENTAL RESPONSIBILITY CRITERIA A. Experience 1. Criteria: The Bidder must satisfy criteria a., b., and c. below a. The Bidder must have successfully completed at least two (2) Similar Projects within the twelve (12) years prior to bid opening. b. The Bidder’s project manager for the Project must have successfully supervised to completion at least two (2) Similar Projects within the twelve (12) years prior to bid opening. c. The Bidder’s superintendent for the Project must have successfully supervised to completion at least two (2) Similar Projects within the twelve (12) years prior to bid opening. 2. Definition of Similar Project: a. A “Similar Project” means a project that meets all of the following requirements: 1) The Project must include construction of an underground water storage tank at least five hundred thousand (500,000) gallons in volume. A storage tank satisfies this requirement if it is a potable water storage tank, a wastewater storage tank or a stormwater storage tank; and 2) The Project must include installation and commissioning of a tank drain pump station with a minimum capacity of one thousand (1,000) gallons per minute; and 3) The Project must satisfy one of the following: a) The Project includes construction of potable water infrastructure and the Project Contract allocates the potable water infrastructure construction at least $5 million of contract value; or b) The Project includes construction of wastewater infrastructure and the Project Contract allocates wastewater infrastructure construction at least $5 million of contract value; or
