January 7, 2026 <br /> <br />3 <br /> <br /> <br />COUNCIL <br /> <br />Several Council Members congratulated the elected officials and newly appointed Chief Goetz. <br /> <br />Council Member Zarlingo thanked the people who serve on Boards and Commissions. <br /> <br />Council Member Tuohy wished everyone a Happy New Year. <br /> <br />Council Member Rhyne reminded the public that Monday is the Port Garnder Neighborhood <br />Association meeting and that Bloodworks Northwest needs donations. <br /> <br />Council Member Bader thanked Chief DeRousse for his service with the city, asked for an analysis <br />from the Police Department on the new Flock Camera legislation, and thanked first responders <br />for their service during several recent emergencies. <br /> <br />Mayor Franklin advised that Flock Cameras are on agenda for discussion with Council and will <br />provide an update regarding this legislation. <br /> <br />President Schwab advised that Council retreat is scheduled for January 31st from 9 a.m.to 3 p.m. <br />in the Weyerhaeuser Room at the Everett Station and advised that the Snohomish County <br />Volunteers of America are still in need of food donations. <br /> <br /> <br />ADMINISTRATION UPDATE <br /> <br />Government Affairs Director Jennifer Gregerson did not have any updates. <br /> <br /> <br />CITY ATTORNEY <br /> <br />City Attorney David Hall requested a 10-minute executive session, pursuant to RCW <br />42.31.110(1)(i) with Council action to follow. <br /> <br /> <br />CONSENT ITEMS: <br /> <br />Moved by Council Member Tuohy, seconded by Council Member Rhyne, to approve the <br />following consent items: <br /> <br /> <br />
