3. Appropriate surface water management to city standards; <br />4. Adequate fire protection and hydrants to city standards; <br />5. Appropriate vehicular and nonmotorized access designed to meet city standards for <br />anticipated uses within the project; <br />6. Provisions for all appropriate deeds, dedications, and all other easements; <br />7. Provisions made for access to and maintenance of all common facilities; and <br />8. Transportation systems for both motorized and nonmotorized travel modes, <br />including: streets, alleys, sidewalks, transit stops, bike lanes, and safe pedestrian routes <br />to schools and schoolgrounds. This includes connections to existing and planned <br />facilities; <br />I. Existing Public Services. The proposed project shall be designed to not adversely impact the <br />following public services: <br />1. Police; <br />2. Fire; <br />3. Parks; and <br />4. Schools; <br />J. Floodplain. The proposed project and design shall meet the requirements of this title and <br />flood damage prevention requirements in Chapter 19.30 EMC; <br />K. Landscaping Standards. The proposed project and design shall meet the landscaping <br />standards as established in Chapter 19.35 EMC. <br />Section 23. EMC 19.34.050 is hereby amended as follows, with strikeout text deleted and underlined <br />text added. <br />19.34.050, Exceptions to off-street Vehicle parking space requirements. <br />To prioritize land for buildings and people and reduce dependence on single-occupant vehicles, <br />the following are not required to provide off-street parking, provided that bicycle facilities shall <br />be provided as set forth in EMC 19.34.160 and 19.34.170. <br />A. Development in Mixed-Use Centers. <br />B. Development under EMC 19.08 within one-half mile walking distance of a public transit stop <br />served by bus rapid transit or rail. <br />C. Dwelling units with less than 1,200 square feet gross floor area. <br />D. Affordable housing as defined in RCW 36.70A.030.
