D. Standards for Neighborhood Commercial uses, provided that standards may by modified by <br />the planning director if determined through the review process described in Title 15 to be <br />compatible with surrounding properties and the immediate vicinity: <br />1. Up to 3,000 square feet gross floor area or 50% of the gross floor area of the ground <br />floor, whichever is larger; <br />2. Outdoor use areas are subject to administrative use permit and EMC 19.39.050; <br />3. See EMC 19.06.020 for reduced setbacks for Neighborhood Commercial uses; <br />4. No minimum off-street parking required; <br />5. Off-street parking prohibited between the building and the street; <br />6. No drive through facilities allowed; <br />7. Hours of operation: limited to 6 am to 11 pm; <br />8. See Chapter 20.08 for maximum permissible noise levels; and <br />9. The primary street-facing façade shall have a main entrance door and at least 60 <br />percent of the area transparent windows or doors and the secondary street-facing <br />facade must be 25 percent windows or entrance doors. Windows used to meet this <br />standard must allow views from the building to the street and may not be glass block. <br />Section 6.
