Exhibit A (Scope of Work) <br />Hazardous Materials <br />The Consultant will prepare a hazardous materials technical memorandum that should <br />be modified to fit the individual project needs. Hazardous materials documentation is <br />required due to the nature of the site being in a developed area and the need for <br />excavation and right-of-way acquisition for the project. A review of the Department of <br />Ecology’s hazardous materials and spills databases and federal hazardous materials <br />databases will be completed. A site reconnaissance will be completed because the <br />project is located adjacent to commercial properties and property acquisition is <br />proposed. <br />Assumptions: <br />• Regulatory file review may be warranted for hazardous material sites or releases <br />near the project. A regulatory file review of up to three sites will be completed as part <br />of this scope. <br />• A full ASTM International Phase I or Phase II Environmental Site Assessment is not <br />included in this scope. If required, the additional analysis and reporting will be <br />addressed in a cost modification. <br />• A subsurface investigation and lead/asbestos surveys are not included in this scope. <br />• If one year has passed since the completion of the hazardous materials technical <br />memorandum, an updated database review would be required to determine if any <br />conditions have changed, or additional spills have been documented. At a minimum, <br />this would include a review of the Department of Ecology’s databases. Any <br />additional database review will be addressed in a cost modification. <br />Deliverables: <br />• Draft Hazardous Materials Technical Memorandum (pdf only) <br />• Final Hazardous Materials Technical Memorandum (pdf only) <br />Permitting <br />The Consultant will provide up to 16 hours of support from a senior planner or biologist <br />to assist the City with local land use development permit applications required for the <br />project. <br />Assumptions: <br />• Grading, right-of-way, development, and other permits required by the City will be <br />obtained by the City or the construction contractor. <br />• The project will not disturb more than one acre of land and discharge to a <br />waterbody. Therefore, an NPDES Stormwater Construction General Permit will <br />not be required. <br />• Critical areas are not present on-site that trigger the need for critical areas review <br />or permitting.
