<br /> ORDINANCE NO. 2511-01
<br /> AN ORDINANCE relating to the establishment, organization, powers and
<br /> governance of a Public Facilities District pursuant to Chapter 165, Laws of
<br /> Washington 1999, codified as Chapter 35.57 RCW, to be known as
<br /> Everett Public Facilities District to undertake the design, construction,
<br /> operation, promotion and financing of a regional center and/or related
<br /> parking and other related facilities in the City of Everett.
<br /> WHEREAS, the City of Everett is a municipal corporation operated as a charter
<br /> city, organized and existing under and by virtue thereof and the laws of the State of
<br /> Washington; and
<br /> WHEREAS, the City Council for the City of Everett, Washington has determined
<br /> that it is in the best interests of the City and its citizens to take advantage of the
<br /> provisions of Chapter 35.57 RCW (the"Act") and form a public facilities district which
<br /> could undertake the design, construction, operation, promotion and financing of a
<br /> regional center which"regional center" is defined as"...a convention, conference, or
<br /> special events center, or any combination of facilities, and related parking facilities,
<br /> serving a regional population constructed, improved or rehabilitated after July 25, 1999 at
<br /> a cost of at least ten million dollars ($10,000,000), including debt service"; and
<br /> WHEREAS, a regional center; would promote economic development, provide
<br /> needed public facilities to serve local and regional business, community, family
<br /> entertainment, youth recreation and athletic organizations; and
<br /> WHEREAS, once a public facilities district is created and the Board of Directors
<br /> appointed, the public facilities district is authorized to acquire, design, construct, own,
<br /> remodel, maintain, equip, reequip, repair, finance, and operate a regional center; and
<br /> WHEREAS, pursuant to the Act, public facilities districts may be created in any
<br /> city of under one million population, which district may be co-extensive with the
<br /> boundaries of the city and shall be created by the legislative authority of the city in which
<br /> the proposed district is located, for the purpose of acquiring, designing, constructing,
<br /> operating, promoting and financing a regional center; and
