members selected as follows: (1) two members nominated by the Mayor and approved by <br /> the Council; and (2) three members nominated by the Mayor and approved by the <br /> Council based upon recommendations from local organizations. The members appointed <br /> under clause (1) above shall not be members of the Council. The members appointed <br /> under clause(2) above shall be based upon recommendations received from local <br /> organizations that include, but are not limited to, the chambers of commerce, local <br /> economic development organizations and the local labor councils. The members shall <br /> serve four-year terms. Of the initial members, one shall be appointed for a one-year term, <br /> one shall be appointed for a two-year term, one shall be appointed for a three-year term <br /> and the remainder shall be appointed for four-year terms. At the end of each term and in <br /> the event of a vacancy on the Board, the Mayor shall nominate and the Council shall <br /> approve successor members of the Board. <br /> Section C. The District shall be established as of the date of the appointment of <br /> the initial members of its Board as provided herein. <br /> Section D. The following principles shall apply to the District: <br /> 1. Pursuant to the Act, the District is authorized to acquire, design, construct, <br /> operate, promote and finance a regional center and perform all other acts authorized by <br /> law. <br /> 2. Every effort shall be made to ensure that a regional center is a first class <br /> facility that provides benefit to the citizens of the City of Everett and the region. <br /> 3. The City of Everett declares its intention, consistent with and subject to its <br /> determination of public interest, to assist with the District in the development and <br /> operation of a regional center. <br /> 4. The Mayor is authorized to negotiate and recommend to the Council an <br /> Interlocal Agreement between the City and the District which may provide for capital <br /> and/or operating funding for the District and provisions for acquisition, financing, design, <br /> construction and operation of the regional center and such other matters as appropriate. <br /> 5. The City may provide interim financing to the District subject to <br /> reimbursement to the City. <br /> 6. The City may enter into a ground lease with the District for the land upon <br /> which a multi-purpose regional center arena may be constructed. <br /> 3 <br />
