February 11, 2026 <br /> <br />6 <br /> <br />AN ORDINANCE to amend and close a Special Improvement Project, entitled “South Police <br />Precinct Locker Room Renovation Project,” Fund 342, Program 032, as established by <br />Ordinance No. 3877-22 <br /> <br /> <br />BRIEFING & ACTION ITEMS: <br /> <br />RESOLUTION – COVID RECOVERY FUNDS <br /> <br /> <br />Moved by Council Member Bader, seconded by Council Member Rhyne, to adopt Resolution <br />8271 to use the remaining COVID Recovery Fund, in accordance with applicable laws and <br />regulations, for FIFA World Cup Fan Zones, to Clean Everett Days and Downtown Vacancy <br />Project. <br /> <br />Julie Willie, Administration, presented information regarding the proposed remaining recover <br />funds. <br /> <br />Considerable discussion ensued with Julie answering council questions. <br /> <br />Roll was called with all council members voting yes. <br /> <br /> <br />Motion carried. <br /> <br /> <br />ACTION ITEMS: <br /> <br />COUNCIL BILL 2601-01 <br /> <br /> THIRD AND FINAL READING: <br /> <br />AN ORDINANCE creating a Special Improvement Project, entitled “2026 Traffic Signal <br />Relamping,” Fund 303, Program 137, to accumulate all costs for the improvement <br /> <br /> <br />Moved by Council Member Zarlingo, seconded by Council Member Bader, that this is declared <br />to be the third and final reading of Council Bill 2601-01. <br /> <br /> <br />The Deputy City Clerk was directed to call roll for the final disposition of the ordinance. <br />
