February 11, 2026 <br /> <br />7 <br /> <br />AYES: Zarlingo, Burbano, Tuohy, Rhyne, Bader, Weir, Schwab <br /> NAYES: None <br /> ABSENT: None <br /> <br /> <br /> Ordinance 4157-26 adopted. <br /> <br /> <br />COUNCIL BILL 2601-02 <br /> <br /> THIRD AND FINAL READING: <br /> <br />AN ORDINANCE providing for the Regulation and Enforcement of Unlicensed Mobile Food <br />Vending Units <br /> <br /> <br />Moved by Council Member Zarlingo, seconded by Council Member Bader, that this is declared <br />to be the third and final reading of Council Bill 2601-02. <br /> <br />Considerable discussion ensued with Lacey Offutt, Prosecutor’s Office, David Hall and Jennifer <br />Gregerson answering council questions. <br /> <br /> Vice President Rhyne asking for an internal policy on police department escalation procedures <br />and to receive updates from the Snohomish County Health Department on enforcement actions. <br /> <br />Lacey provided an update on enforcement training, forthcoming policies, and handout materials <br />for the public. <br /> <br />Council Member Zarlingo requested a six-month update on how this Ordinance is being enforced. <br /> <br />The Deputy City Clerk was directed to call roll for the final disposition of the ordinance, as <br />amended. <br /> <br />AYES: Zarlingo, Burbano, Tuohy, Weir, Rhyne, Bader, Schwab <br /> NAYES: None <br /> ABSENT: None <br /> <br /> Ordinance 4158-26 adopted. <br /> <br /> <br /> <br />
