CITY OF EVERETT BID SET <br />EVERETT STATION HVAC AND CONTROLS IMPROVEMENTS <br />PROJECT NO. 24-3201 <br /> <br /> <br />01 35 44 - 2 HAZARDOUS MATERIALS PROCEDURES <br /> <br />1.4 PCB REMEDIATION: <br />A. Fluorescent light fixture ballasts and tubes are presumed to contain polychlorinated biphenyls (PCBs) and mercury, <br />respectively. <br />B. All tubes and ballasts are to be recycled and disposed of properly by licensed vendors (e.g. Total Reclaim/Ecolights <br />NW, or the equivalent). Follow vendors recommendations and develop a work plan that includes tracking of <br />components using a Certificate of Recycling/ Bill of Lading) that shall be signed, dated and returned to the owner <br />with the contractors final invoice for final payment. <br />C. Conform to Authorities Having Jurisdiction for regulations, laws and ordinances for removal, storage, <br />transportation, recycling and disposal. <br />1.5 SILICA REMEDIATION: <br />A. Construction materials that contain silica include asphalt, brick, cement, concrete, drywall, grout, mortar, stone, quartz, <br />sand and tile, among others. Mechanical construction activities that can create silica dust include cutting, sawing, <br />drilling, grinding, hydraulic demolition and crushing. <br />B. The potential health hazards of overexposure to airborne silica dust generated from concrete and masonry <br />materials include silicosis, lung cancer, chronic obstructive pulmonary disease and decreased lung function. <br />C. Employers are responsible for identifying and controlling worker exposure to silica dust. Some of the methods used <br />by employers to control employee exposures to airborne dust include manual and wet removal methods, local <br />exhaust ventilation, initial and periodic air monitoring, personal protective equipment, engineering controls, <br />hygiene facilities and work area isolation. <br />D. The Occupational Safety & Health Administration (OSHA) issued a final rule to help protect workers from exposure <br />to respirable crystalline silica dust. The ruling was adopted with an effective date of June 23, 2018.
