Exterior stairs, decks, porches, balconies and all similar appurtenances <br /> attached thereto, including guards and handrails, are not structurally sound, <br /> not properly anchored or that are anchored with connections not capable of <br /> supporting all nominal loads and resisting all load effects. <br /> *** <br /> IPMC 111.1.3,Structure unfit for human occupancy <br /> A structure is unfit for human occupancy whenever the code official finds that <br /> such structure is unsafe, unlawful or, because of the degree to which the <br /> structure is in disrepair or lacks maintenance, is insanitary, vermin or rat <br /> infested, contains filth and contamination, or lacks ventilation, illumination, <br /> sanitary or heating facilities or other essential equipment required by this <br /> code, or because the location of the structure constitutes a hazard to the <br /> occupants of the structure or to the public. <br /> IPMC 109.1 Unlawful acts. <br /> It shall be unlawful for a person,firm or corporation to be in conflict with or in <br /> violation of any of the provisions of this code. <br /> 4. Per International Property Maintenance Code(IPMC)202,the structure <br /> is defined to be a rooming house which is required to have three <br /> bathrooms per IPMC 502.2.The lack of adequate bathrooms is a violation <br /> of IPMC 109.1,which reads: <br /> IPMC 202 General Definitions <br /> Rooming House.A building arranged or occupied for lodging, with or without <br /> meals,for compensation and not occupied as a one-or two-family dwelling. <br /> Rooming Unit.A room or group of rooms forming a single habitable unit <br /> occupied or intended to be occupied for sleeping or living, but not for cooking <br /> purposes. <br /> IPMC 502.2 Rooming houses <br /> Not less than one water closet, lavatory and bathtub or shower shall be <br /> supplied for each four rooming units. <br /> IPMC 109.1 Unlawful acts. <br /> It shall be unlawful for a person,firm or corporation to be in conflict with or in <br /> violation of any of the provisions of this code. <br /> 5.
