EVERETT POLICE MANAGEMENT ASSOCIATION <br />PAGE 3 <br />ARTICLE 1 - AGREEMENT <br /> <br /> <br />1.1 General. <br />1.1.1 The covenants contained herein constitute an agreement between the Everett Police <br />Management Association, hereinafter referred to as EPMA, and the City of Everett, <br />hereinafter referred to as the CITY, governing wages, hours and working conditions of <br />employment for employees within EPMA's bargaining unit <br />1.1.2 The parties recognize that the first Labor Agreement introduced significant changes in <br />wages, hours, and working conditions for members of the EPMA unit. In particular, the <br />Agreement intends to reflect the status and responsibilities of Captains and Lieutenants <br />as key members of the Police Department's management team. This Agreement <br />accordingly proceeds from the philosophy of compensating members of management <br />primarily on the basis of monthly salary as opposed to supplemental pay items. To that <br />goal, the initial Agreement eliminated or reduced supplemental pay items (notably college <br />incentive pay, holiday pay, and overtime pay) in deference to more substantial monthly <br />salaries. <br />
