EVERETT POLICE MANAGEMENT ASSOCIATION <br />PAGE 4 <br />ARTICLE 2 - PURPOSE <br /> <br /> <br />2.1 General. <br /> <br />2.1.1 The purpose of this Agreement is to increase the general effectiveness of the Police <br />Department and to maintain harmonious relations between the City and members of the <br />EPMA bargaining unit, and, further, to promote the morale and protect the rights and <br />privileges, well-being and security of EPMA unit members. To accomplish the foregoing, <br />the parties agree to the following articles. <br />
