ORDINANCE NO. <br /> An ordinance amending Ordinance No. 1473 of the city of <br /> - verett, entitled "An ordinance providing for the licensing and <br /> regulating of the traffic in intoxicating liquor in the city of <br /> Everett, providing penalties for the violation thereof, and repeal- <br /> ing all ordinances in conflict therewith, and declaring an <br /> emergency" , by amending Sections 4, 20, 22, 30, 31 , 32, and 33,and <br /> declaring an emergency. <br /> THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: That Section 4 of Ordinance No. 1473 of the <br /> city of Everett entitled as above set forth, be, and the same is <br /> hereby amended to read as follows: <br /> Section 4: The number of retail licenses granted in the <br /> city of Everett for the sale of intoxicating liquors shall not <br /> exceed more than one for every one-thousand inhabitants or major <br /> fraction thereof within the limits of the city of Everett, as shown <br /> by the last state or federal census; provided, however, that the <br /> provisions of this section shall not apply in the case of first <br /> class hotels having fifty rooms or more, where hot meals are actually <br /> served at least three times a day every day in the week. <br /> Section 2: That Section 20 of said Ordinance No. 1473 <br /> be and the same is hereby amended to read as follows: <br /> Section 20: If the husband, wife, father, mother, son or <br /> daughter, or the guardian of any person, or if the police judge of <br /> the city of Everett, or the chief of police of said city, objects <br /> to any person buying or using intoxicating liquor and such person <br /> is an excessive user of intoxicating liquor, they shall so notify <br /> in writing the city clerk of the city of Everett, and such notice <br /> shall be accompanied by satisfactory proof that such person is an <br /> excessive user of intoxicating liquor, and said clerk shall at once <br /> transmit said notice with such proof to the city council, and if <br /> / <br />
