Programmed available funding for project design is <br />$10,000,000. The budget for General Contractor/Construction Manager (GC/CM) design <br />and construction services will be developed with the GC/CM contractor selected during <br />the Request for Qualifications (RFQ) and Request for Proposals (RFP) process. At that <br />point, Public Works will bring a Plans and Systems ordinance to City Council for <br />consideration. <br /> <br />Project summary statement: Public Works seeks authorization to advertise an RFQ and <br />RFP for GC/CM contractors for the WPCF Headworks Replacement project. <br />The headworks structure at the Water Pollution Control Facility (WPCF) is a key piece of <br />wastewater treatment infrastructure. It was constructed in 1983-1984 and has been <br />upgraded and repaired many times since. The headworks structure needs complete <br />replacement due to ongoing and increasing internal structural degradation and process <br />equipment deterioration. Risks of replacement delay include City personnel injury, <br />catastrophic process equipment failure, and costly short-term or emergency repairs. <br />State law allows a public agency to use GC/CM project delivery when the project meets <br />the requirements found in RCW 39.10.340 and the agency proposing its use is approved <br />by the Capital Projects Advisory Review Board (CPARB). The project meets the RCW <br />requirements and the City has been approved by CPARB. The City has previously used <br />alternative delivery processes for large, multi-phased projects in order to expedite <br />design and construction. The first step is the RFQ, where interested and qualified GC/CM <br />contractors submit their qualifications for City consideration. After evaluating the <br />submittals, the City will short-list up to three firms. Next, the City will issue the RFP to <br />the short-listed firms. The City will then select the highest scoring proposal to award the <br />GC/CM contract, which will be a future Council action. <br />Recommendation (exact action requested of Council): Authorize the Request for <br />Qualifications and Request for Proposals for General Contractor/Construction Manager <br />for the WPCF Headworks Replacement Project. <br /> <br /> <br /> <br />
