44 <br /> <br />ARTICLE 31 - NEGOTIATION PROCEDURES <br />The City agrees to meet with the Union in July for the purpose of negotiating wages and fringe benefits for the <br />Union members covered by this contract. At this first meeting the parties will exchange both a list of articles to be <br />opened as well as proposed language changes for each article opened and proposed language for any new article. <br />It is understood and agreed upon by the parties that this process will not waive any of the rights of any of the <br />parties. All negotiation meeting dates shall be mutually agreed upon. It is understood and agreed that only those <br />articles or new subjects brought to the table at the initial exchange are open to discussion during negotiations, <br />unless it is mutually agreed that other items should be added during the course of negotiations. <br />
