The City Treasurer shall give such notice <br /> and take such proceedings for the collection of said respective <br /> amounts so levied and assessed as are prescribed by the Charter and <br /> Ordinances of the city of Everett, and the laws of the state of <br /> Washington, and if the same be not paid within the time fixed <br /> therefor, there shall be added thereto the penalty, interest and <br /> charges fixed by the Charter and Ordinances of said city , and <br /> other proceedings had thereon, as provided by law and the city <br /> Charter.
