April 1, 2026 <br /> <br />1 <br /> <br /> <br />The regular meeting of the Everett City Council was called to order at 6:30 p.m., April 1, 2026, by <br />President Schwab. <br /> <br />Upon roll call, it was found that Council Members Zarlingo, Burbano, Bader, Weir, Rhyne and <br />President Schwab were present. Mayor Franklin and Council Member Tuohy were excused. <br /> <br />Council Member Zarlingo led the Pledge of Allegiance. <br /> <br />Council Member Burbano recited the land acknowledgement. <br /> <br /> <br />MAYOR <br /> <br />Mayor Franklin was excused. <br /> <br /> <br />APPROVAL OF MINUTES <br /> <br />The minutes of the March 25,2026, meeting were approved. <br /> <br /> <br />PUBLIC COMMENT <br /> <br />The council received five (5) written comments and the following members of the public spoke: <br />Huynh “Helen” Vo and Russell Joe. <br /> <br /> <br />COUNCIL <br /> <br />Council Member Zarlingo reported on his attendance at the Snohomish County Tomorrow <br />meeting. <br /> <br />Vice President Rhyne reported on her attendance at the Community Health and Safety <br />Committee meeting, requested emphasis patrols to include vehicle noise violations, and thanked <br />the Charter Review Commission for their work. She also reported on her attendance at housing- <br />related bill signings at HopeWorks, urged the public to review the Everett Chamber of <br />Commerce’s calendar for First Friday activities, and wished the Council Administrative Assistant <br />a happy birthday. <br /> <br />Council Member Burbano has received complaints on loud cars and speeding in his district and <br />advised that he received questions regarding the use on proposed utility taxes within the city.
