<br />PGSF WMVD Storm and Combined Sewer - Construction Package 2 Removal and Disposal of Contaminated Soils <br />Project No. 180162 02 61 00 - 5 <br /> <br />PCBs EPA 8082A <br />NWTPH – DX – Northwest TPH - Diesel <br />RCRA – Resource Conservation and Recovery Act <br />EPA – United States Environmental Protection Agency <br />SIM – Selected Ion Monitoring <br />TCLP Analysis may be needed based on total analyte results <br />The contractor will coordinate with the disposal facility to determine if additional <br />sampling beyond what is listed below will be required for waste determination.More <br />frequent testing may be required by the receiving facility. <br />B. Locations outside the Port of Everett may also require sampling and testing for potential <br />contamination and shall tested by the engineer if contamination is suspected. The <br />Contractor shall be responsible for allowing the Owner and the Owner’s representative <br />full access and for the providing the labor and equipment necessary to remove, isolate, <br />or stockpile potentially contaminated soils, as directed by the Engineer. Such assistance <br />may also include collecting soil samples with a backhoe at the direction of the Engineer. <br />The Contractor may be required to re-order their work, if required by the Engineer to allow <br />for testing and to monitoring hazardous materials and conditions and determining when <br />work involves hazardous materials and when conditions are present that require <br />conformance with specified regulatory requirements. <br />C. In the event the Contractor's monitoring program detects the presence of suspicious <br />material, the Contractor shall immediately notify the Engineer. Engineer shall test <br />suspected contaminated soils within 2 business days of notification, or as otherwise <br />coordinated with Contractor. Contractor shall provide access and assistance as needed <br />to collect samples from the excavation. Contractor may elect to continue work in that <br />area and stockpile suspected contaminated soil, or move to other work areas of the <br />project. Engineer shall provide analytical results to the Contractor within 3 business days <br />of sampling. Secure and maintain excavation areas during that time. <br />D. Following completion of testing to determine the nature of the material, the Engineer will <br />provide analytical results to the Contractor and decide how the material shall be handled <br />and disposed of, per section 3.04. Contractor will be responsible for any additional <br />profiling or analysis that may be required by the treatment/disposal facility. <br />E. Monitoring, notification, testing, and the time delays specified herein are included in the <br />base bid, no additional compensation will be made for resulting work delays, moving soil <br />twice, or ancillary costs. In areas of the project on Port of Everett Property, sampling, <br />analysis, excavation and disposal of contaminated soils outside of the neat lines required <br />for installation of project improvements may be required. Based on test results, <br />Contractor will proceed with additional excavation that may be required to remove <br />material that is contaminated above action levels, as directed by the Engineer. Several <br />rounds of testing and excavation may be required by the Washington State Department <br />of Ecology. No excavation outside or beneath already installed shoring, or impacting <br />existing utilities or improvements will be required. <br />3.02 CONTAMINATED MATERIAL REMOVAL <br />A. Give notification at least seven (7) days prior to the start of excavation of known <br />contaminated material.
