<br />PGSF WMVD Storm and Combined Sewer - Construction Package 2 Removal and Disposal of Contaminated Soils <br />Project No. 180162 02 61 00 - 7 <br /> <br />3.04 OFF-SITE DISPOSAL <br />A. Load contaminated material for offsite disposal. <br />B. Provide transportation in accordance with Department of Transportation (DOT) <br />Hazardous Material Regulations and federal, state, and local requirements, including <br />obtaining necessary permits, licenses, and approvals. <br />1. Cover each load with tarpaulin prior to leaving the Site. <br />C. Treatment, Disposal, and Recycling <br />1. Perform the treatment, disposal, and recycling of contaminated materials in <br />accordance with all applicable laws and regulations, and conditions specified herein. <br />Include all necessary personnel, labor, transportation, packaging, equipment, and <br />reports for this work. <br />2. Based on analytical testing of suspected contaminated soils during construction, <br />excavated soils will be disposed of as follows: <br />a. Unrestricted Disposal. Soil containing 1) metals concentrations below <br />Department of Ecology published natural background concentrations; 2) <br />petroleum hydrocarbon constituents below Category 1 criteria per the Ecology <br />Reuse Guidelines in the Guidance for Remediation of Petroleum Contaminated <br />Sites, Publication No. 10-09-057, and 3) no other contaminants or debris; may <br />be disposed of at any contractor-selected fill site. <br />b. Inert Waste Soil. Soil containing 1) metals concentrations below Department of <br />Ecology Method A cleanup levels or facility-specific criteria defined in a County or <br />State-issued Solid Waste permit; 2) petroleum hydrocarbon constituents below <br />facility-specific criteria defined in a County or State-issued Solid Waste permit; <br />and 3) no other contaminants not listed in the County or State-issued Solid Waste <br />permit; may be disposed of at a County or State licensed and permitted Inert <br />Waste Landfill, Limited Purpose Landfill, or mine reclamation site, provided the <br />measured chemical concentrations meet all permit criteria for the facility. <br />Contractor shall obtain and provide to Engineer weight tickets and certificates of <br />disposal from the receiving facility within 14 days of disposal. Certificate of <br />Disposal should include a release of liability from the disposal facility to the <br />Owner for all soils accepted. <br />c. Contaminated Soil. Contaminated soils for off-site treatment and/or disposal <br />include: a) structurally suitable soil with contaminant concentrations exceeding <br />cleanup levels that is not Dangerous Waste, b) all other soils requiring off-site <br />disposal containing contaminants exceeding criteria for unrestricted use OR Inert <br />Waste Soil disposal but are below criteria for Dangerous Waste, c) soil containing <br />coal, cinders, creosote-treated or other treated wood, or garbage/refuse. <br />Contractor shall transport the soil to a licensed facility for landfill disposal or <br />remediation using an approved thermal remediation process, including thermal <br />desorption, incineration, or asphalt or cement incorporation. Contractor shall <br />obtain and provide to Engineer weight tickets and certificates of disposal from <br />the receiving facility within 14 days of disposal. <br />d. All other soils that require off-site disposal, that are not suspected of being <br />contaminated, and not tested, will be disposed of as Inert Waste unless testing <br />indicates otherwise.
