GENERAL NOTES
<br />1.ALL WORK AND MATERIAL SHALL CONFORM TO THE CITY OF EVERETT DESIGN AND
<br />CONSTRUCTION STANDARDS AND SPECIFICATIONS AND THE WSDOT/APWA STANDARD
<br />SPECIFICATIONS FOR ROAD, BRIDGE, AND MUNICIPAL CONSTRUCTION (CURRENT
<br />EDITION).
<br />2.EXISTING PLANT SITE CONDITIONS ARE BASED ON SURVEY INFORMATION PROVIDED BY
<br />1-ALLIANCE, INC (DATED 21 NOV 2022), SUPPLEMENTAL INFORMATION PROVIDED BY
<br />1-ALLIANCE, INC (DATED 02 APR 2024). EXISTING CONDITIONS HAVE BEEN UPDATED TO
<br />REFLECT WORK DONE DURING PORT GARDNER WET WEATHER STORAGE FACILITY

<br />UTILITY GENERAL NOTES
<br />1.THE EXISTING UNDERGROUND UTILITIES SHOWN HEREIN ARE APPROXIMATE LOCATIONS
<br />ONLY BASED ON THE FIELD LOCATION OF UTILITY LOCATE PAINT MARKS AND PHYSICAL
<br />FEATURES VISIBLE ON OR ABOVE THE GROUND SURFACE. THE CONTRACTOR SHALL
<br />DETERMINE THE LOCATION OF ANY AND ALL UNDERGROUND UTILITIES BEFORE
<br />BEGINNING WORK. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ANY AND ALL
<br />DAMAGES ARISING OUT OF THEIR FAILURE TO EXACTLY LOCATE AND PROTECT ALL

<br />2.THE CONTRACTOR SHALL BE RESPONSIBLE FOR VERIFICATION OF LOCATIONS AND TO
<br />AVOID DAMAGE TO ANY UTILITIES. IF CONFLICTS WITH EXISTING UTILITIES ARISE DURING
<br />CONSTRUCTION, THE CONTRACTOR SHALL NOTIFY THE PUBLIC WORKS INSPECTOR AND
<br />ANY MODIFIED WORK REQUIRED SHALL BE APPROVED BY THE CITY ENGINEER PRIOR TO
<br />COMMENCEMENT OF RELATED CONSTRUCTION ON THE PROJECT.
<br />3.EXISTING CITY WATER MAIN ELEVATION ASSUMED TO BE 4' BELOW GROUND SURFACE
<br />(BGS).
<br />4.EXISTING NGAS ELEVATIONS ASSUMED TO BE 3' BELOW GROUND SURFACE (BGS).
<br />5.EXISTING POWER AND COMMUNICATIONS UTILITIES ASSUMED TO BE 2' BELOW GROUND

<br />WATER GENERAL NOTES
<br />1.NO CONNECTION TO THE EXISTING MAINS WILL BE ALLOWED EXCEPT BY MEANS OF AN
<br />APPROVED BACKFLOW PREVENTION DEVICE PRIOR TO SATISFACTORY FLUSHING,
<br />TESTING, DISINFECTION, AND RECEIPT OF SATISFACTORY BACTERIOLOGICAL TEST
<br />RESULTS. DISINFECT WATER MAIN PER WSDOT STANDARD SPECIFICATIONS 7-09.3(24).
<br />2.CONNECTIONS TO AND TAPS ON EXISTING MAINS WILL BE MADE BY THE PUBLIC WORKS
<br />DEPARTMENT. THE PUBLIC WORKS DEPARTMENT SHALL BE GIVEN AT LEAST 5 BUSINESS
<br />DAYS NOTICE FOR EACH CONNECTION. THE PUBLIC WORKS DEPARTMENT SHALL
<br />THEREAFTER DETERMINE THE DATE AND TIME AT WHICH THE CONNECTION SHALL BE
<br />MADE.
<br />3.THE PUBLIC WORKS DEPARTMENT SHALL BE NOTIFIED OF A PERSON WHO CAN BE
<br />CONTACTED REGARDING PROBLEMS DURING CONSTRUCTION ON A 24 HOUR BASIS.
<br />4.MAINTAIN A MINIMUM OF 10 FEET HORIZONTAL AND 18 INCHES VERTICAL SEPARATION
<br />BETWEEN POTABLE AND NON-POTABLE CONVEYANCE SYSTEMS. ENCASE WATER MAIN IN
<br />CONTROLLED DENSITY FILL (CDF) AT LOCATIONS INDICATED IN THE DRAWINGS WHEN
<br />THESE MINIMUM SEPARATION DISTANCES ARE LESS THAN SPECIFIED.
<br />5.ALL CITY OF EVERETT VALVES SHALL BE OPERATED BY PUBLIC WORKS DEPARTMENT
<br />PERSONNEL ONLY. ALL VALVES, NEW AND EXISTING, SHALL BE ACCESSIBLE AT ALL TIMES.
<br />SANITARY SEWER GENERAL NOTES
<br />1.REQUIREMENTS FOR SANITARY SEWER SHALL APPLY TO BOTH SANITARY SEWER (SS) AND
<br />COMBINED SEWERS (CS).
<br />2.NO PART OF THE SANITARY SEWER SYSTEM SHALL BE COVERED, CONCEALED, OR PUT
<br />INTO USE UNTIL IT HAS BEEN TESTED, INSPECTED, AND APPROVED BY THE CITY
<br />INSPECTOR.
<br />3.ALL SEWER MAIN EXTENSIONS WITHIN THE PUBLIC RIGHT-OF-WAY OR IN EASEMENTS
<br />MUST BE STAKED BY SURVEY FOR LINE AND GRADE PRIOR TO STARTING CONSTRUCTION.
<br />STORM DRAINAGE GENERAL NOTES
<br />1.NO PART OF THE DRAINAGE SYSTEM SHALL BE COVERED, CONCEALED, OR PUT INTO USE
<br />UNTIL IT HAS BEEN INSPECTED, TESTED, AND ACCEPTED BY THE CITY INSPECTOR.
<br />2.ALL STORM SYSTEMS WITHIN THE PUBLIC RIGHT-OF-WAY OR IN EASEMENTS MUST BE
<br />STAKED BY SURVEY FOR LINE AND GRADE PRIOR TO STARTING CONSTRUCTION
<br />ENVIRONMENTAL PROTECTION
<br />1.NO CONSTRUCTION RELATED ACTIVITY SHALL CONTRIBUTE TO THE DEGRADATION OF THE
<br />ENVIRONMENT, ALLOW MATERIAL TO ENTER SURFACE OR GROUND WATERS, OR ALLOW
<br />PARTICULATE EMISSIONS TO THE ATMOSPHERE, WHICH EXCEED STATE OR FEDERAL
<br />STANDARDS. ANY ACTIONS THAT POTENTIALLY ALLOW A DISCHARGE TO STATE WATERS
<br />MUST HAVE PRIOR APPROVAL OF THE WASHINGTON STATE DEPARTMENT OF ECOLOGY.
<br />HIGHLINING (WATER)
<br />1.MAINTAIN POTABLE WATER SERVICE AT ALL TIMES. SUBMIT A DETAILED SEQUENCING
<br />PLAN FOR MAINTENANCE OF SERVICE, HIGHLINING, REALIGNMENT OF FACILITIES DUE TO
<br />CONFLICT AND DEMOLITION OF FACILITIES AS REQUIRED TO COMPLETE THE WORK.
<br />2.TEMPORARY SERVICE INTERRUPTIONS MUST BE COORDINATED AND ACCEPTED BY THE
<br />CITY/UTILITY OWNER. SEE ADDITIONAL REQUIREMENTS IN SECTION 02 01 10 EXISTING
<br />UTILITIES: COORDINATION AND RELOCATION AND SECTION 02 01 20 PROTECTING
<br />EXISTING UTILITIES.
<br />PERMITS AND NOTIFICATION NOTES
<br />1.THE CONTRACTOR SHALL OBTAIN ALL APPLICABLE PERMITS PRIOR TO BEGINNING
<br />CONSTRUCTION.
<br />2.THE CONTRACTOR SHALL NOTIFY THE CITY FORTY-EIGHT (48) HOURS PRIOR TO
<br />COMMENCING PERMITTED WORK, TWENTY-FOUR (24) HOURS PRIOR TO ANY REQUIRED
<br />INSPECTION, AND AFTER COMPLETING WORK COVERED BY THE PERMIT.
<br />3.THE CONTRACTOR SHALL ABIDE BY ALL AGREEMENTS BETWEEN THE CITY AND EASEMENT
<br />OWNERS INCLUDING BUT NOT LIMITED TO WSDOT, BNSF, AND THE PORT AUTHORITY.
<br />4.THE CONTRACTOR SHALL COMPLY WITH ALL PERMITTING REGULATIONS, SAFETY
<br />REGULATIONS, REQUIREMENTS, NOTIFICATION / INSPECTION REQUIREMENTS,
<br />MEETINGS, AND TO PROVIDE ALL INFORMATION REQUIRED BY THE PERMIT.
<br />EX UTILITIES - WMVD-WORK ORDER 3815-02
<br />1.KIMBERLY CLARK CML STL PIPE REPURPOSING. ATTACHMENT G IS PROVIDED FOR THE
<br />CONTRACTOR'S REVIEW.
<br />a.EX 30" W - THE EXISTING 30" DIAMETER STEEL PIPE INSTALLED IN 1930, CEMENT
<br />MORTAR LINED IN 1975. ABANDONED - OUT OF SERVICE. COAL TAR COATING.
<br />2.LOCATION AND DEPTH OF EXISTING STL PIPE IS APPROXIMATE. FIELD VERIFY LOCATION
<br />AND DEPTH PRIOR TO PROCUREMENT OF MATERIALS. PROVIDE INFORMATION TO THE
<br />CONSTRUCTION MANAGER FOR REVIEW.
<br />BYPASS NOTES
<br />1.THE CONTRACTOR IS RESPONSIBLE FOR THE DESIGN OF ALL PUMP EQUIPMENT, PIPING,
<br />POWER, COLLECTION, AND DISTRIBUTION ELEMENTS TO ACHIEVE THE BYPASSING OF
<br />EXISTING SANITARY SEWER OR COMBINED SEWERS FROM INTAKE POINT TO DISCHARGE
<br />POINT. THE QUANTITY OF SEWAGE TO BE BYPASSED FROM POINT TO POINT SHALL BE
<br />THE SUM OF ALL FLOWS ENTERING THE PIPELINE BEFORE THE POINT OF DISCHARGE.
<br />2.SUBMIT A DETAILED BYPASS PLAN PER SPECIFICATION SECTION 33 01 30.50.
<br />3.BYPASS EQUIPMENT STAGING AND PIPING SHALL BE INCLUDED AS PART OF THE
<br />CONTRACTOR'S TRAFFIC CONTROL PLAN (TCP). THE TCP SHALL BE SUBMITTED TO THE
<br />AGENCY WITH JURISDICTION OVER THE RIGHTS-OF-WAY FOR APPROVAL.
<br />4.CONTRACTOR SHALL COMPLY WITH TCP REQUIREMENTS AS APPROVED BY AGENCY WITH
<br />JURISDICTION OVER THE RIGHTS-OF-WAY.
<br />5.CONTRACTOR SHALL BURY BYPASS PIPING PERPENDICULAR TO TRAFFIC WHEN CROSSING
<br />ROADWAYS AND WHERE REQUIRED BY THE AGENCY WITH JURISDICTION OVER THE
<br />RIGHTS-OF-WAY GOVERNING AGENCY. CONTRACTOR MUST INCLUDE ALL COSTS FOR
<br />SUBSURFACE UTILITY EXPLORATION REQUIRED TO ROUTE BURIED PIPING AS PART OF
<br />THEIR BID PRICE.
<br />6.DRIVEWAY ACCESS SHALL BE MAINTAINED AND ACCESSIBLE TO THE PUBLIC AND FIRE
<br />AND EMERGENCY VEHICLES UNLESS OTHERWISE NOTED ON PLANS. CROSSINGS SHALL BE
<br />BURIED PERPENDICULAR TO ROADWAYS OR CROSSED WITH ACCEPTED TEMPORARY
<br />ROAD RAMPS.
<br />7.ADA COMPLIANT PEDESTRIAN ACCESS SHALL BE MAINTAINED TO SIDEWALKS, BRIDGE
<br />CROSSINGS AND TRAILS.
<br />8.CONTRACTOR SHALL USE MANHOLES FOR SUCTION AND DISCHARGE AND WILL NOT BE
<br />ALLOWED TO CUT PIPELINES FOR SUCTION OR DISCHARGE.
<br />9.SEE SPECIFICATION SECTION 33 01 30.50 FOR REQUIREMENTS ON SEWER SERVICE,
<br />PRIVATE PROPERTY ACCESS, AND COORDINATION REQUIREMENTS.
<br />GENERAL TESC NOTES
<br />1.APPROVAL OF THIS EROSION/SEDIMENTATION CONTROL (ESC) PLAN DOES NOT
<br />CONSTITUTE AN APPROVAL OF PERMANENT ROAD OR DRAINAGE DESIGN (E.G., SIZE AND
<br />LOCATION OF ROADS, PIPES, RESTRICTORS, CHANNELS,RETENTION FACILITIES, UTILITIES).
<br />2.THE IMPLEMENTATION OF THESE ESC PLANS AND THE CONSTRUCTION, MAINTENANCE,
<br />REPLACEMENT, AND UPGRADING OF THESE ESC FACILITIES IS THE RESPONSIBILITY OF THE
<br />APPLICANT/CONTRACTOR UNTIL ALL CONSTRUCTION IS COMPLETED AND APPROVED
<br />AND VEGETATION/LANDSCAPING IS ESTABLISHED.
<br />3.THE BOUNDARIES OF THE CLEARING LIMITS SHOWN ON THIS PLAN SHALL BE CLEARLY
<br />FLAGGED IN THE FIELD PRIOR TO CONSTRUCTION. DURING THE CONSTRUCTION PERIOD,
<br />NO DISTURBANCE BEYOND THE FLAGGED CLEARING LIMITS SHALL BE PERMITTED. THE
<br />FLAGGING SHALL BE MAINTAINED BY THE APPLICANT/CONTRACTOR FOR THE DURATION
<br />OF CONSTRUCTION.
<br />4.THE ESC FACILITIES SHOWN ON THIS PLAN SHALL BE CONSTRUCTED IN CONJUNCTION
<br />WITH ALL CLEARING AND GRADING ACTIVITIES AND IN SUCH A MANNER AS TO ENSURE
<br />THAT SEDIMENT AND SEDIMENT-LADEN WATER DO NOT ENTER THE DRAINAGE SYSTEM,
<br />ROADWAYS, OR VIOLATE APPLICABLE WATER QUALITY STANDARDS.
<br />5.THE ESC FACILITIES SHOWN ON THIS PLAN ARE THE MINIMUM REQUIREMENTS FOR
<br />ANTICIPATED SITE CONDITIONS. DURING THE CONSTRUCTION PERIOD, THESE ESC
<br />FACILITIES SHALL BE UPGRADED AS NEEDED FOR UNEXPECTED STORM EVENTS AND TO
<br />ENSURE THAT SEDIMENT AND SEDIMENT-LADEN WATER DO NOT LEAVE THE SITE.
<br />6.THE ESC FACILITIES SHALL BE INSPECTED ROUTINELY AND MAINTAINED BY THE
<br />APPLICANT/CONTRACTOR TO ENSURE THEIR CONTINUED FUNCTIONING, ESPECIALLY
<br />AFTER STORM EVENTS.
<br />7.THE ESC FACILITIES ON INACTIVE SITES SHALL BE INSPECTED AND MAINTAINED A
<br />MINIMUM OF ONCE A MONTH OR WITHIN THE 48 HOURS FOLLOWING A MAJOR STORM
<br />EVENT.
<br />8.AT NO TIME SHALL MORE THAN ONE FOOT OF SEDIMENT BE ALLOWED TO ACCUMULATE
<br />WITHIN A TRAPPED CATCH BASIN. ALL CATCH BASINS AND CONVEYANCE LINES SHALL BE
<br />CLEANED PRIOR TO PAVING. THE CLEANING OPERATION SHALL NOT FLUSH SEDIMENT -
<br />LADEN WATER INTO THE DOWNSTREAM SYSTEM.
<br />9.STABILIZED CONSTRUCTION ENTRANCES SHALL BE INSTALLED AT THE BEGINNING OF
<br />CONSTRUCTION AND MAINTAINED FOR THE DURATION OF THE PROJECT. ADDITIONAL
<br />MEASURES MAY BE REQUIRED TO ENSURE THAT ALL PAVED AREAS ARE KEPT CLEAN FOR
<br />THE DURATION OF THE PROJECT.
<br />10.THE CONTRACTOR SHALL PROVIDE PERIODIC STREET CLEANING TO REMOVE DEBRIS AND
<br />SEDIMENT TRACKED OFF THE SITE.
<br />11.APPROPRIATE MEASURES SHALL BE TAKEN TO STOP SEDIMENT FROM ENTERING SURFACE
<br />WATER BODIES IF THE PROPOSED BEST MANAGEMENT PRACTICES (BMPS) FAIL. IF BMPS
<br />FAIL AND SEDIMENT-LADEN WATER IS LEAVING THE SITE, IMMEDIATELY NOTIFY YOUR
<br />PUBLIC WORKS INSPECTOR.
<br />12.BARE AND/OR DISTURBED SOILS SHALL REMAIN UNCOVERED AND/OR UNSTABILIZED FOR
<br />NO MORE THAN 2 DAYS FROM OCTOBER 1 THROUGH APRIL 30 AND FOR NO MORE THAN
<br />7 DAYS FROM MAY 1 THROUGH SEPTEMBER 30.
<br />13.NOTIFY THE CITY PUBLIC WORKS INSPECTOR AT LEAST 24 HOURS PRIOR TO DEWATERING
<br />ACTIVITIES. HANDLE HIGHLY TURBID OR OTHERWISE CONTAMINATED DEWATERING
<br />WATER SEPARATELY FROM STORMWATER.
<br />14.THE APPROVED PROJECT PUBLIC WORKS PERMIT AND STORMWATER POLLUTION
<br />PREVENTION PLAN (SWPPP) SHALL BE RETAINED ON SITE OR READILY AVAILABLE TO THE
<br />CONTRACTOR THROUGHOUT THE DURATION OF THE CONSTRUCTION PROJECT.
<br />15.DESIGN, INSTALL, IMPLEMENT, AND MAINTAIN EFFECTIVE POLLUTION PREVENTION
