3rd Interim Action Construction Report <br />Kimberly-Clark Upland Site <br /> 0121049.080.084 <br />July 30, 2024 4-2 landauinc.com <br />downwind of areas of intrusive activity using a dust meter rated to detect particulate matter equal to or <br />less than 10 micrometers in diameter. An action level (consistent with Washington State Ambient Air <br />Quality 24-Hour Average Standard) of 0.150 milligrams per cubic meter was established; measurements <br />only exceeded this action level on October 20, 2022, when regional wildfire smoke impacted <br />measurements at all three Site air monitoring locations. <br />4.2 Performance Monitoring <br />Performance monitoring consisted of verification that the Interim Action was completed consistent with <br />the scope of work as described in the Work Plan, and that final conditions meet the Project’s 30 percent <br />reduction in stormwater infiltration performance goal, as presented in the AO. The Port confirmed <br />completion of the Interim Action through consistent coordination with both the construction contractor <br />and Ecology, significant construction observation directly by the Port and by Port representatives, and <br />preparation of as-built project plans to document final conditions. Meeting the 30 percent reduction in <br />stormwater infiltration goal is demonstrated by the final limits of the low-permeability cap, which covers <br />approximately 81 percent of the maximum capping area of the Site as defined in the AO. <br />4.3 Confirmation Monitoring <br />Confirmation monitoring will be conducted following finalization of the remedial investigation/feasibility <br />study and cleanup action plan during implementation of the final cleanup action for the Upland Area.
