3rd Interim Action Construction Report <br />Kimberly-Clark Upland Site <br /> 0121049.080.084 <br />July 30, 2024 5-1 landauinc.com <br />5.0 SUMMARY <br />The Port, Ecology, and federal funding partners successfully completed the 3rd Interim Action at the K-C <br />Site, satisfying the requirements of the second amendment to the AO. This project provides substantial <br />benefits to human health and the environment, all while integrating the cleanup with a long-term Site <br />use that restores the job numbers lost when the mill closed in 2012. <br />Completion of the Interim Action expedites cleanup of the K-C Upland Area, reduces surface water <br />infiltration through residual soil contamination that could be mobilized into groundwater by surface <br />water infiltration, and thus improves groundwater quality and prevents wildlife exposure to residual soil <br />contamination. Completion of the Interim Action also integrates Site infrastructure improvements and <br />cleanup elements to ensure consistency with future Site use and long-term protection of human health <br />and the environment. Additional accomplishments of the Interim Action include the removal and <br />disposal of 17, 850 tons of soil, removal and disposal of 7.1 million gallons of groundwater, and <br />exceeding the AO’s goal of a 30 percent reduction in surface water infiltration by placement of a low- <br />permeability cap across 81 percent of the Site’s maximum capping area. <br />While additional capping may occur as part of this interim action at a later date, the Port requests <br />written confirmation that the requirements of the second amendment to the AO have been fulfilled <br />with respect to the areas completed.
