.' Section 3: That the \c day of 1913, is hereby fixed as the date of issuance of the bonds rea ired to be issued on account of said improvement. Section 4: Said bonds shall be sold by the city council and the city clerk shall publish a notice three times in the official newspaper calling for sealed bids for said bonds. The first pub- lication of said notice shall be at least a week before the date fixed for the sale of said bonds. The city council shall sell said bonds to the highest bidder, provided, that said bonds shall not be sold for less than par,with accrued interest, and provided furth- er, that if no sufficient bid is received for said bonds the council may sell said bonds to any person who may desire to purchase the same, but said bonds shall not be sold at less than par with accrued interest.
