2026 Pavement Maintenance Overlay Special Provisions <br />PW# 3860 SP - 49 March 5, 2026 <br />1 <br />2 <br />3 DIVISION5.GR5 <br />4 Division 5 <br />5 Surface Treatments and Pavements <br />6 <br />7 COE5-04.SA.rtf <br />8 5-04 Hot Mix Asphalt <br />9 (March 5, 2026 COE based on December 12, 2025 APWA GSP) <br />10 <br />11 Delete Section 5-04 and replace it with the following: <br />12 <br />13 5-04.1 Description <br />14 This Work shall consist of providing and placing one or more layers of plant-mixed hot mix <br />15 asphalt (HMA) on a prepared foundation or base in accordance with these Specifications <br />16 and the lines, grades, thicknesses, and typical cross-sections shown in the Plans. The <br />17 manufacture of HMA may include warm mix asphalt (WMA) processes in accordance with <br />18 these Specifications. WMA processes include organic additives, chemical additives, and <br />19 foaming. <br />20 <br />21 HMA shall be composed of asphalt binder and mineral materials as may be required, <br />22 mixed in the proportions specified to provide a homogeneous, stable, <br />23 and workable mixture. <br />24 <br />25 5-04.2 Materials <br />26 Materials shall meet the requirements of the following sections: <br />27 Asphalt Binder 9-02.1(4) <br />28 Cationic Emulsified Asphalt 9-02.1(6) <br />29 Anti-Stripping Additive 9-02.4 <br />30 HMA Additive 9-02.5 <br />31 Aggregates 9-03.8 <br />32 Recycled Asphalt Pavement (RAP) 9-03.8(3)B, 9-03.21 <br />33 Reclaimed Asphalt Shingles (RAS) 9-03.8(3)B, 9-03.21 <br />34 Mineral Filler 9-03.8(5) <br />35 Recycled Material 9-03.21 <br />36 <br />37 The Contract documents may establish that the various mineral materials required for the <br />38 manufacture of HMA will be furnished in whole or in part by the Contracting Agency. If the <br />39 documents do not establish the furnishing of any of these mineral materials by the <br />40 Contracting Agency, the Contractor shall be required to furnish such materials in the <br />41 amounts required for the designated mix. Mineral materials include coarse and fine <br />42 aggregates, and mineral filler. <br />43 <br />44 The Contractor may choose to utilize recycled asphalt pavement (RAP) in the production <br />45 of HMA. The RAP may be from pavements removed under the Contract, if any, or <br />46 pavement material from an existing stockpile. <br />47
