2026 Pavement Maintenance Overlay Special Provisions <br />PW# 3860 SP - 50 March 5, 2026 <br />1 The Contractor may use up to 20 percent RAP by total weight of HMA with no additional <br />2 sampling or testing of the RAP. <br />3 <br />4 If the Contractor wishes to utilize High RAP/Any RAS, the design must be listed on the <br />5 WSDOT Qualified Products List (QPL). <br />6 <br />7 The grade of asphalt binder shall be as required by the Contract. Blending of asphalt <br />8 binder from different sources is not permitted. <br />9 <br />10 The Contractor may only use warm mix asphalt (WMA) processes in the production of <br />11 HMA with 20 percent or less RAP by total weight of HMA. The Contractor shall submit to <br />12 the Engineer for approval the process that is proposed and how it will be used in the <br />13 manufacture of HMA. <br />14 <br />15 Production of aggregates shall comply with the requirements of Section 3-01. <br />16 Preparation of stockpile site, the stockpiling of aggregates, and the removal of aggregates <br />17 from stockpiles shall comply with the requirements of Section 3-02. <br />18 <br />19 5-04.2(1) How to Get an HMA Mix Design on the QPL <br />20 If the Contractor wishes to submit a mix design for inclusion in the Qualified Products List <br />21 (QPL), please follow the WSDOT process outlined in Standard Specification 5-04.2(1). <br />22 <br />23 5-04.2(1)A Vacant <br />24 <br />25 5-04.2(2) Mix Design - Obtaining Project Approval <br />26 No paving shall begin prior to the approval of the mix design by the Engineer. <br />27 <br />28 Nonstatistical evaluation will be used for all HMA not designated as Commercial HMA in <br />29 the Contract documents. <br />30 <br />31 Commercial evaluation will be used for Commercial HMA and for other classes of HMA <br />32 in the following applications: sidewalks, road approaches, ditches, slopes, paths, trails, <br />33 gores, prelevel, temporary pavement, and pavement repair. Other nonstructural <br />34 applications of HMA accepted by commercial evaluation shall be as approved by the <br />35 Project Engineer. Sampling and testing of HMA accepted by commercial evaluation will <br />36 be at the option of the Project Engineer. The Proposal quantity of HMA that is accepted <br />37 by commercial evaluation will be excluded from the quantities used in the determination of <br />38 nonstatistical evaluation. <br />39 <br />40 Nonstatistical Mix Design. Fifteen days prior to the first day of paving the Contractor <br />41 shall provide one of the following mix design verification certifications for Contracting <br />42 Agency review; <br />43 <br />44 •The WSDOT Mix Design Evaluation Report from the current WSDOT QPL, or one <br />45 of the mix design verification certifications listed below. <br />46 •The proposed HMA mix design on WSDOT Form 350-042 with the seal and <br />47 certification (stamp & signature) of a valid licensed Washington State Professional <br />48 Engineer. * (see below)
