2026 Pavement Maintenance Overlay Special Provisions
PW# 3860 SP - 60 March 5, 2026
1 will also be the Upper Specification Limit (USL) and Lower Specification Limit
2 (LSL) required in Section 1-06.2(2)D2
3
Property Non-Statistical Evaluation Commercial Evaluation
Asphalt Binder +/- 0.5%+/- 0.7%
Air Voids, Va 2.5% min. and 5.5% max N/A
4
5 For Aggregates in the mixture:
6
7 a. First, determine preliminary upper and lower acceptance limits by applying
8 the following tolerances to the approved JMF.
9
Aggregate Percent
Passing
Non-Statistical
Evaluation
Commercial
Evaluation
1, , ‰, and 3/8 sieves +/- 6%+/- 8%
No. 4 sieve +/-6%+/- 8%
No. 8 Sieve +/- 6%+/-8%
No. 200 sieve +/- 2.0%+/- 3.0%
10
11 b. Second, adjust the preliminary upper and lower acceptance limits
12 determined from step (a) the minimum amount necessary so that none of
13 the aggregate properties are outside the control points in Section 9-
14 03.8(6), except as specified below in (c). The resulting values will be the
15 upper and lower acceptance limits for aggregates, as well as the USL and
16 LSL required in Section 1-06.2(2)D2.
17 c. These tolerances and specification limits constitute the allowable limits as
18 described in Section 1-06.2. The tolerance limit for aggregate shall not
19 exceed the limits of the control points, except the No. 8 tolerance is +/- 6%
20 from the JMF, the No. 200 tolerance is +/- 2.0% from the JMF with a
21 minimum of 2% and a maximum of 8.0% passing the No. 200 sieve. Other
22 tolerance limits for sieves designated as 100 percent passing will be 99-
23 100
24
25 2.Job Mix Formula Adjustments An adjustment to the aggregate gradation or
26 asphalt binder content of the JMF requires approval of the Engineer. Adjustments
27 to the JMF will only be considered if the change produces material of equal or
28 better quality and may require the development of a new mix design if the
29 adjustment exceeds the amounts listed below.
30
31 a.Aggregates 2 percent for the aggregate passing the 1½″, 1″, ¾″, ½″, ⅜″, and
32 the No. 4 sieves, 1 percent for aggregate passing the No. 8 sieve, and 0.5
33 percent for the aggregate passing the No. 200 sieve. The adjusted JMF shall
34 be within the range of the control points in Section 9-03.8(6).
35
36 b.Asphalt Binder Content The Engineer may order or approve changes to
37 asphalt binder content. The maximum adjustment from the approved mix
38 design for the asphalt binder content shall be 0.3 percent.
39
40 5-04.3(9)A Vacant
41
