2026 Pavement Maintenance Overlay Special Provisions <br />PW# 3860 SP - 62 March 5, 2026 <br />1 5-04.3(9)C3 Mixture Nonstatistical Evaluation Acceptance Testing <br />2 Testing of HMA for compliance of Va will at the option of the Contracting Agency. If tested, <br />3 compliance of Va will use WSDOT SOP 731. <br />4 <br />5 Testing for compliance of asphalt binder content will be by WSDOT FOP for AASHTO T <br />6 308. <br />7 <br />8 Testing for compliance of gradation will be by FOP for WAQTC T 27/T 11. <br />9 <br />10 5-04.3(9)C4 Mixture Nonstatistical Evaluation Pay Factors <br />11 For each lot of material falling outside the tolerance limits in 5-04.3(9), the Contracting <br />12 Agency will determine a CPF using the following price adjustment factors: <br />13 <br />Table of Price Adjustment Factors <br />Constituent Factor <br />f <br />All aggregate passing: 1½″, 1″, ¾″, ½″, ⅜″ and <br />No.4 sieves <br />2 <br />All aggregate passing No. 8 sieve 15 <br />All aggregate passing No. 200 sieve 20 <br />Asphalt binder 40 <br />Air Voids (Va) (where applicable)20 <br />14 <br />15 Each lot of HMA produced under Nonstatistical Evaluation and having all constituents <br />16 falling within the tolerance limits of the job mix formula shall be accepted at the unit <br />17 Contract price with no further evaluation. When one or more constituents fall outside the <br />18 nonstatistical tolerance limits in the Job Mix Formula shown in Table of Price Adjustment <br />19 Factors, the lot shall be evaluated in accordance with Section 1-06.2 to determine the <br />20 appropriate CPF. The nonstatistical tolerance limits will be used in the calculation of the <br />21 CPF and the maximum CPF shall be 1.00. When less than three sublots exist, backup <br />22 samples of the existing sublots or samples from the Roadway shall be tested to provide a <br />23 minimum of three sets of results for evaluation. <br />24 <br />25 5-04.3(9)C5 Vacant <br />26 <br />27 5-04.3(9)C6 Mixture Nonstatistical Evaluation Price Adjustments <br />28 For each lot of HMA mix produced under Nonstatistical Evaluation when the calculated <br />29 CPF is less than 1.00, a Nonconforming Mix Factor (NCMF) will be determined. The <br />30 NCMF equals the algebraic difference of CPF minus 1.00 multiplied by 60 percent. The <br />31 total job mix compliance price adjustment will be calculated as the product of the NCMF, <br />32 the quantity of HMA in the lot in tons, and the unit Contract price per ton of mix. <br />33 <br />34 If a constituent is not measured in accordance with these Specifications, its individual pay <br />35 factor will be considered 1.00 in calculating the CPF. <br />36
