For <br />this subtask, S&W will: <br />· Generate cost estimates for a “best case” and “worst case” remediation scenario, <br />including obtaining quotes (as needed) for potential remedial actions from vendors. <br />· Prepare a report that presents our assumptions and cost estimates. <br />Assumptions for Remediation Cost Estimate: <br />l The entire study corridor may be utilized during the North Broadway Pedestrian Bridge <br />project (e.g., for construction or construction staging), and as such the entire study <br />corridor will be part of the RCE. <br />l The “best case” scenario will assume that only contamination identified in the HMAR is <br />present, would be encountered during construction, and needs to and can be mitigated <br />during construction (e.g., cleaning out stormwater vaults). <br />l The “worst case” scenario will assume known and suspected contamination is present; <br />additional environmental investigations (e.g., Phase II Environmental Site Assessments <br />to delineate the extent of suspected contamination) are required; and needs to and can <br />be mitigated prior to or during construction. <br />l Additional hazardous materials/contamination investigations (e.g., Phase I or Phase II <br />Environmental Site Assessments) will not be completed to prepare the RCE. <br />l S&W’s internal QA/QC procedures meet Kimley-Horn’s and the City’s QA/QC <br />requirements. <br />l S&W’s report template will be used. <br />l Review of the RCE will proceed as follows: <br />o Kimley-Horn reviews the Draft RCE and provides comments to S&W; <br />o S&W addresses Kimley-Horn's comments and generates a Revised Draft 1 RCE; <br />o The City reviews the Revised Draft 1 RCE, provides their comments to Kimley-Horn, <br />who in turn provide them to S&W; <br />o S&W addresses the City’s comments and generates a Revised Draft 2 RCE; <br />o WSDOT reviews the Revised Draft 2 RCE, provides their comments to Kimley-Horn, <br />who in turn provide them to S&W; <br />o S&W addresses WSDOT’s comments and generates the Final RCE. <br />l One (1) round of comment resolution will be required to address each reviewing entity’s <br />comments, for a total of three (3) rounds of comment resolution. <br />l Comments on the Draft, Revised Draft 1, and Revised Draft 2 RCEs will be relatively <br />minor. <br />l All iterations of the RCE will be submitted electronically. <br />l All iterations of the RCE may also be provided in MS Excel format if requested by the <br />City. <br />l All iterations of the RCE will include unit rates and will separate soil, groundwater, vapor <br />mitigation, disposal class, and other categories (as appropriate) into distinct line items. <br />Deliverables for Remediation Cost Estimate: <br />l Draft RCE – Electronic (DOC) <br />l Revised Draft 1 RCE – Electronic (DOC) <br />l Revised Draft 2 RCE – Electronic (DOC) <br />l Final RCE – Electronic (PDF)
