Page 20 <br />kimley-horn.com 2828 Colby Avenue, Suite 200 Everett, WA 98201 425-708-8275 <br />that WSDOT initiate consultation with the Tribes and the Department of Archaeology and <br />Historic Preservation (DAHP). <br />The likely APE is considered moderate to high risk for archaeological resources, according to <br />the DAHP’s Washington Information System for Architectural and Archaeological Records Data <br />(WISAARD) predictive model. One archaeological resource, 45SN411, an early 20th century <br />historic debris scatter, has been previously documented along Trojan Way just west of Liberty <br />Hall. It is unclear if the 45SN411 site footprint will overlap with the APE. <br />Following APE development and acceptance, Willamette archaeologists will conduct <br />background research. They will also conduct pedestrian and shovel probe surveys of unpaved <br />portions of the APE, further delineate the boundaries of site 45SN411, and will complete a site <br />update form for 45SN411. Willamette archaeologists will monitor geotechnical investigations <br />only if those investigations occur within 10 meters (m.) of the mapped 45SN411 site boundary. <br />Based on desktop scoping using the DAHP’s WISAARD database, the Willamette architectural <br />historians did not identify any historic built environment (HBE) resources within and immediately <br />adjacent to the APE. The results of the desktop scoping will be confirmed during the <br />archaeological investigations following delineation of the project APE, but at this time, <br />Willamette does not anticipate that an HBE resource inventory will be required as part of our <br />proposed scope of work. <br />Assumptions: <br />l No HBE resources will be inventoried. <br />l A Willamette archaeologist will monitor geotechnical investigations only if the borings will <br />occur within 10 m. of the 45SN411 site boundary. In this case, one (1) archaeologist will <br />monitor up to three (3) days of geotechnical borings. <br />l Willamette will review the geotechnical bore logs to support the cultural resources <br />assessment. <br />l Pedestrian and shovel probe surveys will be completed. One (1) Willamette field director <br />and two (2) field technicians will conduct the surveys, including excavation of up to <br />twenty (20) shovel probes, over a two (2)-day period. <br />l Under Section 106, no DAHP archaeological excavation permit will be required for <br />45SN411 site boundary delineation or monitoring of geotechnical investigations near the <br />site. If EO 21-02 applies, instead, a DAHP permit may be required. <br />l The Cultural Resources Report will be prepared to support the Section 106 process. The <br />report will also be prepared to support the EO 21-02 process, in case the federal funds <br />(and federal nexus) do not materialize. The report will include the results of <br />archaeological investigations. <br />l Additional work may be required if the initial investigation determines that there is a <br />likelihood for the project to affect cultural resources. <br />l The current scope of work does not address future construction monitoring or any <br />additional documentation or evaluation of archaeological sites that may be identified. <br />l APE map will be prepared for City signature. <br />l One (1) archaeological site update form will be completed for the historic debris scatter, <br />site no. 45SN411. <br />Deliverables:
